- Purpose of the Consultancy
The purpose of the consultancy is to manage, supervise and provide technical support for implementation of donor funded projects of WHO Somalia country office including managing and administering staff, assets and resources of these donor funded projects. The consultant is expected to develop and define appropriate implementation plans including preparing donor reports and operational framework for measuring the impact of these projects on a shorter and longer run.
The WHO country office in Somalia is at the forefront in COVID-19 response. Under the leadership of the WHO Representative, the country office is implementing a number of time -bound projects on COVID-19 which are funded by the multilateral donors. There are some specific timeliness for reporting on the project implementation which requires both technical and project management skills. In addition, every donor wants impact assessment as part of reporting which needs dedicated and committed time. Both financial management, tracking the progress of timely implementation as well as meeting the milestones (as agreed in the donor agreement) are as critical as managing the projects administratively and operationally.
In this regard, the WHO country office is in need of a dedicated project manager whose function will be to liaison with the government as well as with other partners agencies of WHO for effective and timely implementation of the project. The project manager will also be responsible for communication and coordination with other technical programmes of WHO both at country, regional office and WHO headquarters for extending technical support for project implementation specially in terms of achieving impact.
Having such a dedicated Project Manager will enhance the communication between donors, partners and WHO country office and will also streamline donor reporting, monitoring progress and capturing project impacts in a systematic manner. In turn, this will enhance the efficient management of these donor funded projects and increase the organizational capacity of the WHO country office for project management.

Output 1: Implementation plan of all time-bound projects managed by the WHO country office defined and developed through organizing high-level policy dialogue, building consensus, advocacy and forging partnership with key humanitarian donors and World Bank.
Deliverable 1.1: Develop an action plan for each of the multilateral donor funded projects with specific timeline, baseline indicators, results to be achieved, indicators to monitor progress and expected impacts
Deliverable 1.2: Provide technical and project support for implementation of the project in line with the donor agreement
Deliverable 1.3: Design the project monitoring tools in line with the donor agreements and conduct training of the project staff on use of the monitoring tool
Deliverable 1.4: Develop data collection tools for information on measuring results/output and impact of the project as agreed in the donor agreement
Deliverable 1.5: Facilitate/ Lead the discussion and dialogue with the donors for briefing, timely reporting on the project outcome and also on project’s outcome assessment
Deliverable 1.6: Liaison with other project UN and donor partners to synergize and maximize the impact of the project in terms of achieving project goals
Deliverable 1.7: Communicate and coordinate with the concerned technical units/programmes of Regional Office and WHO headquarters for facilitating technical back-stopping for the project
Output 2: Operational framework for impact assessment of the project developed, defined and rolled out
Deliverable 2.1: Identify priority actions/interventions, evidence-based strategies, and important indicators contextualized to the project which will contribute to achieving his impact result for the project
Deliverable 2.2: Develop training package/ Design the programme and materials for the project staff on conducting impact assessment using a set of operational and implementation research strategies and approach
Deliverable 2.3: Develop a high-level policy paper on strategic directions and operational requirements in accordance with the impacts achieved following implementation of the projects for “building back better” of the health sector in Somalia which will be used subsequently while organizing series of policy dialogue for the recovery of the health systems following COVID-19

- Specific requirements
Master’s degree or equivalent in public health or development science.
At least 7 years of international experience at management level with field experience for emergency work
Skills / Technical skills and knowledge:
Good communication and report writing skills.
Knowledge and negotiating skills on handling government officials and UN agencies
Excellent knowledge of written and spoken English

The position is based in Mogadishu
- Medical clearance
The consultant will be expected to provide a medical certificate of fitness to work
The Consultant is expected to travel inside Somalia as and when needed for better coordination of the assigned tasks and functions
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
