Job Description

VACANT POSITION: Project Manager

Closing date: January 24th, 2022

Reporting to: Livelihood Program Manager

Duration: 1 year with possibility of extension

Location: Erigavo with frequent travel to Burao

Job Summary:

The Agricultural Development Organization – ADO – was established in 1993 and had expanded its activities to the early recovery and development. The ADO has its Head Office in Hargeisa with the regional branch offices in Burao, Borama, and Erigavo of Togdheer, Awdal, and Sanaag regions. Besides, the ADO is currently expanding its programs and presence in the Somali Ethiopia Region, South-central, and Southern Somalia. ADO is an active member of the main local umbrella groups, namely, NAGAAD, SOLPAF, and SONSEF. As well as the ADO has strong networks with academic insititutions in Europe and Africa and collaborates with diverse institutions in the development and agriculture research sectors.

ADO major programmatic works are based on agriculture (crop and livestock) development, water harvesting technology improvement, watershed management, environmental protection, seed and biodiversity conservation. Besides, reducing food insecurity, adaptation to climate change, and mitigation empowered women by providing viable diversified economic sources (i.e., vegetable production and savings) using the smart agriculture technology of greenhouse farming technology and self-help group approach.

ADO has been a potential partner of the International Solidarity Foundation (ISF) for the past twelve years. This long-term partnership had built ADO capacity in terms of livelihood, resilience, and SMART agriculture projects management. During our collaboration with ISF, ADO and ISF have successfully implemented positive and impactful projects in the Togdheer region that enabled 1800 direct beneficiaries and 4000 indirect beneficiaries and tackled poverty while increasing the crop production capacities of the farmers. The ISF-funded projects created 323 small businesses from the savings made by women. Therefore, ADO and ISF are still collaborating on a “New” Project in Erigavo and Togdheer regions.

The “New” Project strategically finds solutions to the existing problems of gender economic inequality, climate change effects of shocks, and stressors. It will support ADO’s organizational strategy, programmatic/thematic areas. It will help the ADO solve locally existing problems and challenges by availing funds to implement needs-based activities in the proposed target areas to assist the poorest and most vulnerable communities.

However, ADO, a partner of ISF Finland, is seeking a qualified Project Managerfor our “New”project of strengthening women’s livelihood for economic development and climate change adaptation.ADO is looking for a strong and competitive project manager with strong expertise in the agriculture sector (crop and livestock), project management, team management, analytic research skill, and further expertise in dryland agriculture principles, technique, and climate change.

Scope of work

  1. The Project Manager is expected to guide the overall project planning process, implementation of activities, project team and field level activities with continued field supervision and monitoring. He/she will be responsible for overall project reporting, program, and representation of ADO when needed.
  2. Candidates should have strong knowledge and experience in climate change, environment, agriculture, and crop production systems, with different agriculture conservation techniques, agro-enterprise, and analytical skills.The Project Manager will be generally responsible for designing, planning, and developing all project documents and implementing the project activities, management, monitoring, and reporting to the key stakeholders.

Specific Responsibilities:

  • Oversee the high-quality implementation of project activities according to strategies outlined in the project document and performance management plan;
  • Apply and promote ADO Agriculture strategy and approaches;
  • Leads the overall project team in the planning phase of six months and play a diplomatic, management role;
  • Writes the project proposal during the project planning phase while conducting dozens of studies and exercises;
  • Conducts the problem and objective analysis, value chain analysis, environmental impact assessment, and gender empowerment activities;
  • Prepares monthly plans and reports and submit to Program Manager for review and the ISF;
  • Prepares quarterly, annual budget, and annual activities plans with close collaboration with the finance team;
  • Travels to Erigavo and Burao to collect baseline proposal information;
  • Represent the ADO in stakeholder meetings, and field-level activities
  • Establish, manage and promote effective linkages with all technical partners working on promoting the dryland agriculture intervention;
  • Ability to take the initiative to accomplish program goals and objectives, to take the responsibility of projecting and updating quarterly work plans.
  • Ensure that complete documents are maintained in soft copies as well as hard copies in their respective project folders;
  • Work with finance and compliance staff regarding project advances, liquidations, and reconciliations;


  • Educational level required Bachelor or Master in Agriculture, Climate Change, Environment, Rural Development, Dryland Farming/Agriculture, Food Security, or similar disciplines.
  • Knowledge to EU funded project reporting, planning, and financial management will be of great significance and value-adding.
  • Prior experience in project management skills competence: particularly dryland agriculture in flood-based areas. Knowing research and development in dryland areas could be adding value.
  • Experienceworking with the agro-pastoralist community on development matters, advocacy, and governance, Gender mainstreaming, children rights, and community mobilization skills.
  • Knowledge of proposal writing is mandatory
  • Ability to work independently with little or no day-to-day supervision of activities and meet deadlines but also coordinate effectively as part of a team
  • Experience in managing projects and proposal writing and project review processes in UN, INGO, and local NGOs.
