SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages, including SOS Children’s Villages Italy and SOS Children’s Villages Somalia Association, are affiliated. SOS Children’s Villages Somalia has officially been working in Somalia since 1985. SOS is currently working in 135 countries worldwide. We also run education and health facilities. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS CV Somalia is currently working in Banadir, Lower Shabelle, Bay, Bakool regions.

SOS Children’s Villages Italy, in partnership with SOS CV Somalia, has been granted the funds from the Italian Agency for Cooperation and Development (AICS) to implement a one year emergency response program on Health and Nutrition in Somalia. With this premise, the partnership is looking for a Project Officer, based in Somalia, to support implementation, operations and relations between the Somalian and Italian chapters.

Job Summary:

The project officer will have twofold responsibilities:

Supporting the managerial and administrative processes led by SOS CV Italy, in order to ensure respect of donor requirement and serve as the link between the implementing partner in Somalia and the main applicant in Italy. Under direct supervision of the Project Manager and Administrative Officer, the Project Officer will monitor and report directly to SOS CV Italy for all the aspects concerning the grant management, financial management and all other managerial aspects.

Under the direct supervision of the Area Manager and the technical guidance of the National Emergency Response Coordinator, the Project Officer will provide a high standard technical and managerial support to all AICS Emergency response team members to fulfill their duties according to the objectives of the Multi-sectoral Emergency Response to the humanitarian crisis in Somalia.  The position holder will also be closely working with the National Emergency Response Coordinator, M&E coordinator and coordinate with the logistics, finance and HR to ensure the timely and quality delivery of the project.

Summary of Key functions/accountabilities

Increased access to essential preventive, curative and emergency health services to pregnant women, mothers and survivors of sexual and gender based violence

Coordinate preventative and curative primary health activities including management of communicable, Non communicable diseases and Reproductive Health through static health facilities and community engagement outreaches.

Ensure sensitization of the community on the protection risks and violations, the impact of sexual and gender-based violence, and of the services available to them.

Support the GBV nurse to give help to the survivors of l gender-based violence

Maintain close coordination with GBV AoR in the region and protection partners through regular meetings and site visits to review project implementation progress, share reports, and Seek technical advice where needed.

2.0 Improve Coverage of quality health and nutrition services for infants and children

Assist the Emergency Coordinator in providing technical support to the nutrition and health teams in the implementation of essential nutrition services: Severe acute malnutrition, Moderate acute malnutrition, infant and young child feeding, micronutrient supplementation, community mobilization, and other preventive services.   

Support training of Community Nutrition and Health Workers(CNW/CHW) and other potential partners in key  aspects of essential health and nutrition services

Provide technical guidance for the project team to establish and operate a community mobilization and referral system for nutrition services.

Create referral links for access to other services to the beneficiaries but not provided in the SOS supported nutrition and health program.

Facilitate and advocate for a healthy environment to combat micronutrient deficiencies through hygiene promotion, de-worming to control anemia, malaria control to avoid anemia, and vaccination against measles as part of health and nutrition promotion activities.

Organize training to health care workers and CHWs to improve the quality of primary health care services.

3.0. Human Resource

Supervise, appraise and identify staff training needs

Ensure the staff time sheets are acutely captured

Submit the staff timesheet every month

4.0. Improve coordination and representation of the organization

Ensure that all program components maintain humanitarian core standards and principles.

Coordinate and  represent SOS CV Somalia in the relevant regional cluster meetings and other forums and liaise with  partners in the nutrition and health sectors , i.e.,  MoH, UNICEF, FSNAU, WHO, and other NGOs (local and international) operating in the project target locations…

5.0 Enhance Technical Reporting & Communication

Ensure accurate data collection and disease surveillance from project areas and analyze data and compile epidemiological reports. 

Consolidate and submit high quality monthly, quarterly and annual internal and external reports on time.

Prepare the project health protocols and data collection forms in collaboration with the National Emergency Coordinator and ensure the team is trained and fully conversant with the forms.

Provide regular updates on the program progress to the Project Manager and National Emergency Response Coordinator and Area managers.

6.0 Enhance Administrative and financial Reporting & Communication (in line with AICS Guidelines and Grant Agreement)

Coordinates with administrative and financial offices of SOS CV Somalia in order to collect and transmit to SOS CV Italy all the necessary financial documentation and reports to properly fulfill donor’s requirements on financial reporting.

Participates to meetings and trainings with donor, if required.

Is aware of all deadlines and requirements related to technical and financial management and manages all processes in time for submission of documentation and delivery of activities.

7.0. Monitoring & Evaluation

Work closely with Project Manager, Emergency Coordinator, M&E and project teams to ensure that the AICS emergency response project has a robust monitoring plan, baseline, review, and evaluation in line with project design and donor guidelines.

Assist the location teams in regular monitoring and technical assessments and report on achievement and progress towards project objectives and results.

Qualifications and Experience

Degree in Public Health, Nurse, Nutrition, Health Management or other technical relevant discipline

Minimum 3 years of progressive professional experience in Managements of Nutrition, Health programs in Somalia or Management of Emergency International Cooperation programs (funded by Institutions)

Excellent command in Somali and English, the knowledge of Italian is strongly valued

Excellent communication, interpersonal and organizational skills

Ward Management Skills

Basic Knowledge and experience Nutrition

Proactive, result-oriented, independent,

Able to identify and carry out duties with minimum supervision
