PROGRAM SUMMARY:

Mercy Corps through Livelihoods and Returnee Education Support (RES) Program aims to improve the social and economic dynamics of targeted households and communities, to support households in meeting their basic needs (including protection, food, water, shelter, personal safety, health and education) in a sustainable manner and with dignity. In doing so, the project will develop and strengthen livelihoods of returnees and IDPs, helping to reduce their vulnerability and long-term reliance on humanitarian or external assistance.

Mercy Corps assists communities in Somalia to transition from crisis to transformative recovery and sustainable development. We currently implement programs that address IDP/refugees needs, education, health, conflict mitigation management, livelihoods and emergency response with an orientation towards early recovery. We aim to expand our programs that strengthen and diversify livelihoods and ensure food security and resilience throughout the country. In our continued response to emergency and disaster, Mercy Corps seeks experience program officer for Baidoa UNHCR Program (Livelihood component) in Bay region.

[Describe overview of job mission GENERAL POSITION SUMMARY:

The Project officer is overall responsible for the day today implementation of the program implementation in Bay region. The project officer will work closely both with management and support staff (including finance, administration and program) in Baidoa MC Office to ensure the day to day activities are implemented according to schedule, budget and required quality. The project office will have to coordinate closely with Local Administration, community leaders, and other stakeholders to achieve the program goals and ensure that all projects implemented are demand-driven and communities are mobilized in a participatory way. S/he will have to show full adherence to Mercy Corps procedures and security protocols.

 

ESSENTIAL JOB FUNCTIONS:

  1. Assist the Program Manager and M&E team in conducting survey, make recommendation on needs and venerability of the population in regards to the program implementation.
  2. Work collaboratively with other project stakeholders in designing and implementing and integrating emergency program using participatory methodology
  3. Supervise day to day implementation of activities of the program including community/Project Participants mobilization, identification & selection processes, setting the cash transfer payments, follow up and post distribution monitoring.
  4. Develop work relation and coordinate with relevant international and local agencies active in humanitarian and development responses.
  5. Conduct regular progress meeting with Project Participants and other stakeholders.
  6. Managing and training field supervisors and Mentors
  7. Prepare regular report on project status
  8. Conduct regular need assessment and prepare communication materials
  9. Document program success stories regularly.
  10. Maintain close working relationship with local authorities, INGOs and Local NGOs
  11. Foster a collaborative team atmosphere, which engages the stakeholder.
  12. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission
  13. Other duties as assigned

SUPERVISORY RESPONSIBILITY: NONE

ACCOUNTABILITY

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our Project Participants and to international standards guiding international relief and development work while actively engaging Project Participants and communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO:  Deputy Program Manager,

WORKS DIRECTLY WITH:

Other program staff, finance officer, logistics officer, human resources and administration officers.

KNOWLEDGE AND EXPERIENCE:

  1. Relevant qualification in the field of the development for national and international relief and development organization in a similar role, ability to multitask and make decisions, experience in working effectively with minimum supervision.
  2. At least three years of work experience with an NGO in a similar capacity, one operating in Baidoa is extremely desirable.
  3. Knowledge of the Somalia legal and tax system regarding NGO operation is desired.
  4. Experience in managing a small administration team and provide leadership guidance.
