Request for Proposals – End-term Activity Impact Evaluation

Background:

The Mines Advisory Group (MAG), headquartered in the United Kingdom, has worked in Somaliland and in Somalia for over ten years in the areas of arms management and destruction, community safety, and humanitarian mine action.

In 2021, MAG will complete implementation of a four-year SIDA-funded project in partnership with government authorities to build the capacity of the security sector in Somaliland and Jubaland (Somalia) related to arms storage and management and conflict transformation. Project activities included the construction of storage facilities for the security sector, as well as training in weapons management and storage, and conflict resolution training for security sector forces.

MAG is seeking a consultant (either individual or a firm) to conduct an impact assessment of the conflict transformation component of the project, which provided training to over 100 participants from the security forces during the project period.

Objective of the Evaluation:

  • Overall: Determine the impact of the conflict transformation training on the way that security forces in Somaliland and Jubaland resolved conflicts in the communities they work in.
  • Key questions:
    • What changes have police officers made in the way they work as a result of the training?
    • What impact did the training have on the individual police officers (both in terms of their careers and in their personal lives), if any?
    • To what extent were relations between police and communities improved by the training?
    • To what extent did this project build on or connect with the interventions being conducted by other actors (e.g. UNDP, Safer World, DDG) with the security forces in Somaliland?
    • How could the training be changed (different or additional content, different participant pool, different locations, etc.) to make it a better tool to improve relations between the community and police?

Task description:

  • The approximate timeframe for the evaluation is between October 1 – November 20, 2021
  • The evaluation should pay particular attention to gender, both ensuring a gender balance of participants when conducting key informant interviews/focus groups, but also to assess the gendered impacts that the project might have had on the participants or on the communities where they work.

Deliverables:

  • A draft report for MAG review and feedback;
  • Final report including 2 participant case studies;
  • Copies of all interview notes / survey data;
  • Consent forms for interview subjects

Requirements:

  • Somali and English fluency
  • Previous experience conducting impact assessments for NGOs in Somalia/Somaliland
  • Desirable: experience in conflict analysis / peacebuilding
  • Either individuals or firms are invited to apply
