Description of Position: This is a technical role that will be responsible for a resilience programme, implemented through a partner, based in Luuq, Gedo and funded by European donors. A Resilience Coordinator is being recruited who willwork with a specific partner to deliver project results that reflect real and sustainable change in the lives of our beneficiaries and achieve Trocaire’s stated strategic goal.  The position holder willalso be an active member of the Programme team ensuring the delivery of an effective and impactful integrated livelihoods/resilience/agroecology programme.
Background to the Role: Goal 2, Outcome 2 of Trocaire’s global strategic plan states that ‘Communities are better resourced to prepare for, withstand and recover from crises’.   A Resilience Framework was developed in 2019 along with existing agro-ecological indicators to further this outcome. Trócaire Somalia has consequently expanded it work and developed an integrated resilience/ livelihoods programme to advance this outcome and to work with partners in Gedo on addressing the root causes of recurring crises. 
Contract Duration: 1 year renewable
Duties & Responsibilities 1. Programmes

  • Ensure the programmestrategy is implemented to the highest quality standards. Use findings of on-going analysis to ensure optimal performance and design modifications as appropriate.
  • Provide high quality technical support to partners on the operationalisation of the resilience programme.  This includes support onfood security, natural resource-based livelihoods; sustainable agriculturewith a particular focus on equitable rights for women and men, through direct mentoring, coaching, training and the creation of linkages with relevant actors, information sources and networks.
  • Maintain comprehensive and up-to-date analysis of food security, sustainable agricultural and climate change adaptation in Somalia.
  • Ensure the delivery of monthly reports (narrative and financial) as well as quarterly and annual reports to a high standard
  • Support the MEAL Co-ordinator in monitoring food security, livelihoods trends and humanitarian needs that may undermine food security and livelihoods in the fragile Gedo Ecosystems.
  • Ensurepartners use diversified and sustainable approaches to increasing agricultural production (which enhance the natural environment and increase resilience to hazards including climate change).
  • Proactively promote and scale up innovation, appropriate technology and learning in the resilience programme

·         Support the partner to increase and diversify beneficiary income  through various initiatives such as:

o    Accessing markets for their produce

o    Adding value through processing

o    Developing off farm activities through microfinance and business development services

2. Partner Portfolio Management and Capacity Building

·         Actively manage a small portfolio of partner organisations, including partner communication, proposal development, report writing, operational/project plans, contracts and information management.

·         Support accountable and strategic relationships with partners and enhancing partner capacity at an institutional and programmatic level.

·         Monitor ongoing implementation of partner projects through frequent field visits and review and provide feedback to partners on all reports.

·         Manage programme M&E with support from the MEAL Coordinator and support partners to have effective results-based M&E systems in place to gather, manage and analyse quality gender-sensitive data.

·         Manage and monitor programme and partner budgets and ensure timely budget expenditure and value for money ensuring compliance with financial norms and standards.

·         Produce quality progress reports for internal and external use within stipulated timelines.

·         Ensure that reports for line ministries, donors and other relevant bodies are submitted on a timely basis.

3. Networking and communications

  • Represent Trócaire in spaces that reflect on livelihoods, resilience, climate change adaptation and food and nutrition security, and share  knowledge/updates with Trócaire team and HQ.
  • Actively engage key stakeholders/actors that work in the area of sustainable agricultural, natural resource management and climate change adaptation.
  • Support the country team to drive an evidence-based agenda around advocacy on agro-ecology and food security.
  • Remain up-to-date on technically relevant research, trends, and conversations and incorporate findings into programme design and implementation.
  • Where necessary, liaise with local government officials and ensure that partners keep local authorities informed of Trócairesupported programmes.
  • Support in the development and implementation of advocacy strategies around sustainable agriculture, food security and women’s access to and use of resources.

4. Human Resources,Finance& Reporting

·         Under the guidance of the programme accountant monitor programme budgets and expenditure to ensure efficient and effective use of Trócaireand donor funds and resources.

·         Liaise with the finance department to support partner reporting.

·         With support from the Programme Accountant ensure transfer processes as needed.

·         Keep abreast of developments in the sector as a whole and within livelihoods/ humanitarian/ resilience sector in particular.

·         Any other reasonable duty as may be assigned by the line manager that is consistent with the nature of the job and its level of responsibility

Qualifications, Attributes and Other requirements specific to the role










Specific Technical skills

·         Professional qualification in an appropriate technical subject or subject relevant to development/ emergency work and Project Management

Third level qualification in: Agricultural Science, Development Studies, Resource Rights, Economics, Project Management or other related discipline.

Experience of:

·         Coordinating or managing development or emergency programmes through local partners.

·         Program planning and monitoring

·         Financial management and donor reporting

·         Proven experience in capacity building processes and techniques

Personal skills

·         Concrete and action oriented person

·         Good communication skills, both facilitating and presenting but also producingwritten work of a high quality in English

·         Ability to organize his/her work independently, ability to prioritize, meet deadlines and multitask.

·         Good inter-personal skills with the ability to communicate sensitively to a broad range of people and organisations within a cross cultural and Somalia context.

·         Proven organisation and administration skills, including familiarity with standard IT packages and their applications and specifically Excel.

·         Commitment to a partnership approach.

·         Understanding of programme cycle management and Programme Quality theories, including M&E systems and Results Based Management and impact assessment.

·         Understanding of the rights-based approach and its application in development programming.

·         Ecological agricultural experience or qualifications, experience of adaptive mechanisation of food growing, storage and processing equipment for small-scale users.

·         Women’s women’s economic empowerment.Research, analytical and critical evaluation skills.

·         Somali language skills.

·         Interest in ecology
