Overview of position

The United Nations Development Programme (UNDP) has been supporting the governments’ efforts in effective implementation of the National Development Plan, which is aligned with the corporate Sustainable Development Goals (SDG), in collaboration with a wide range of stakeholders in Somalia.

The Rule of Law Portfolio includes projects and programmes on justice, police, and security Sector Reforms, Preventing and Countering Violent Extremism and Human Rights. These five projects and programmes are interlinked and addresses the overall Contributing Outcome under the UN Strategic Framework priority 2: Supporting institutions to improve Peace, Security, Justice, the Rule of Law and safety of Somalis; and strategic priority 3: Strengthening accountability and supporting institutions that protect. Further it addresses the National Development Plan on RoL and Access to justice goal, to “establish independent, accountable and efficient justice institutions capable of addressing the justice needs of the people of Somalia.
Most programmes under the ROL GFP’s Arrangements in Somalia have outcome and output indicators but measuring impact at the outcome level has proven challenging and most projects end up reporting at the output and activities
2 level. An important goal of the joint Rule of Law Framework in Somalia is to work under a common monitoring and evaluation mechanism that will constantly measure the status of peace and security in Somalia and to be able to assess the effects of UN´s support in furthering rule of law and understanding what implications the UN support has at the community level.

Role objectives

The UN in Somalia has established a first of its kind outcome-based M&E framework that seeks to measure in real time the impact of the UN’s and the international investment in areas of rule of law through continuous robust collection of qualitative and quantitative data from the community levels that will give up-to-date and instant information on the status of peace and security in targeted districts.

The establishment phase focussed on the development of a qualitative data analysis framework and procedures for the M&E system which includes organizing qualitative data collection in the field and methods of integrating different data streams from collection networks into a centralized qualitative database; development of research protocols and tools needed and, training for relevant UN and Government Data Teams and data analysis of two SDG 16 indicators.

In this phase, new indicators for each Federal Member State will be developed. The SDG 16 Data Management Specialist will provide support to the UNDP SDG 16 M&E Goal 16 Team for consistent data collection and data cleaning for regular production of SDG 16 bulletins. To ensure government buy-in, the Data Specialist shall train government personnel at federal and federal member state levels respectively and work in close co-ordination with the government M&E teams to launch baseline data collection of the SDG 16 indicators related to Rule of Law (RoL), Justice, Human Rights and Security. All bulletins will help in identifying the progress and results of the 5 UN Joint programmes. Joint Justice programme, Joint Police Programme, Joint Security Sector Governance Programme, Joint Human Rights programme and UN project on Prevention and Countering of Violent Extremism (PCVE).
The UNDP will host the operation, ensuring that the effort is linked to Goal 16 monitoring with the aim building the capacity of the host government over a period of time to be able to conduct regular monitoring. III. Objectives of the assignment and details of work
The overall objective of the work shall be to conduct data management and analysis capacity building (of varying competency levels) for government officials in Rule of Law institutions, and to design and implement a post-COVID 19 Rule of Law Assessment in Somalia. This assignment shall be undertaken through the following:

  1. Provide basic and intermediate data literacy training, and advanced data management training for government officials in Rule of Law institutions
    • Identify potential trainees at each federal member state covering all rule of law institutions, including Ministry of Internal Security, Ministry of Justice, Judiciary, Ministry of Women and Ministry of Planning. Each training will last for 8 weeks, thus producing six cohorts.
    • Conduct weekly training sessions with designated cohorts
    • Conduct individual mentorship sessions on a weekly/as needed basis with training cohorts
    Support data training cohorts in the production of datasets, data analysis based upon administrative data from their respective Rule of Law institution.

 

  1. Design and implement post-COVID 19 -Rule of Law Assessment, covering a sample of 1800 individual respondents, interviewed through computer-assisted personal phone interviews.
    • Develop work plan, methodology and indicators for Post-COVID-19 Rule of Law assessment
    • Train enumerators to conduct phone interviews of respondents for survey
    • Collect data for a Baseline survey with a sample size of 1800 Somali citizens from seven different cities in Puntland and five FMS.
    • Conduct two follow-up rounds with additional modules focusing on vulnerable sub-samples drawn from baseline assessment

 

  1. Support Data analysis for Post-COVID-19 Rule of Law Assessment for outputs focusing on the impact of COVID-19 on rule of law and peace and security.
    • Produce FMS and regional capitals and community level analytics, including a dashboard tracking key ROL indicators
    • Produce outputs and in-depth analysis, encompassing the intersection of the socio-economic effects of COVID-19 with the impact on rule of law and peace and security. VI. Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)

Key competencies VI: Qualifications and Competencies

I. Academic Qualifications:

• An advanced degree (masters degree or equivalent) in social science, sociology, qualitative research, monitoring and evaluation or a related field. An equivalent combination of qualifications and/or experience relating to political science, social science, public administration, international studies, humanitarian affairs, communication for development, and communication, may be considered.

II. Experience:

• At least 5 years’ experience in aid and development work at field level, preferably in crisis contexts.
• At least 5 years’ experience in working with or designing monitoring and analysis systems that are community based.
• Good working knowledge of the UN system and mandates.
• Proven track record in coordination in crisis situations, including team building and conflict resolution, particularly in collecting information and producing analysis through successful data collection tools.
• Strong background in community engagement work, preferably in crisis/recovery country context.
• Specialist experience in designing and managing extensive data collection, analysis and monitoring frameworks that are community based.
• Ability to work collaboratively as part of a team in a challenging and highly fluid environment, flexibility and the ability to handle constant change.
• Previous work experience in Somalia would be an asset.
• Proven track record of producing data analysis and data collection tools, including coding and translation of qualitative and quantitative data into focused analysis.
III. Technical expertise/competencies:
• Strong ability to analyse and synthesize information from different sources and to draw from its key themes and issues
• High level logical and methodical organization skills
• Excellent communication and interpersonal skills (spoken and written English); good presentation skills (public speaking); report writing skills and ability to communicate with both UN and government officials
• Ability to work collaboratively with colleagues to achieve Project goals
• Ability to work in a high-pressure work environment with tight deadlines and adaption to a rapidly changing socio-political environment
• Ability to work with minimal supervision, taking own initiative and control to implement tasks to accomplish required goals and objectives through effectively delivered results.
• Demonstrated proficiency in use of M&E data processing software systems such as SAS, SPSS and STATA, or other known relevant statistics programs.
• Ability to work with large data arrays, data analyses and visualization
• Strong knowledge in data export/import technologies especially for statistical and database software and share results in different formats for specific types of use (general analysis, mapping, etc.).

Administrative and Logistical Support:

CTG Global Managed Services DMCC will provide all administrative and logistical support to the consultant (including payment of professional fees, accommodation/living allowance and travel costs as well as security required to perform the contract) with no responsibility whatsoever on the part of UNDP).
• The financial offer should be quoted based on a professional daily fee up to a maximum of 90 working days.
• The total professional fee shall be converted into an output-based contract based on the weighted percentage corresponding to each deliverable
On completion of each deliverable, achievement of Deliverables will be approved by the UNDP Rule of Law and Security Portfolio Manager. Payment will be made following certification by UNDP that the services related to each deliverable have been satisfactorily performed and the Deliverables have been achieved on or by the due dates specified in in Section V above;
Consultant will be required to have a personal laptop computer
