Background

In Somalia, approximately 2.6 million people live in informal settlements and are displaced on a recurring basis, due to conflict, natural disasters and serious barriers to local integration, return or resettlement.

Since 2016, the Federal Government of Somalia and the United Nations, have acknowledged that resolving the displacement situation requires resources and collective efforts beyond short-term humanitarian interventions. Addressing displacement and its triggers warrant new approaches, new financing models and new partnerships that can be sustained in the long term. The Government in this regard has created several profiles dedicated to work on displacement issues, at national and local levels. In 2018 a Durable Solutions Directorate was instituted in the Ministry of Planning, and in July 2019 a Durable Solutions Secretariat comprising 14 Ministries begun linking displacement priorities to the work of key line ministries.

In order to harness the potential of the UN system, the UN Resident Coordinator in 2016 created a position dedicated to the coordination of the Durable Solutions Initiative,  which has progressively evolved into a growing Durable Solutions Unit within the Integrated Office (IO) of the Deputy Special Representative of the Secretary General / Resident Coordinator / Humanitarian Coordinator. The Durable Solutions Unit is therefore strategically placed to link to other very important functions in the United Nations Assistance Mission in Somalia, as well as  the United Nations Country Team, and the Humanitarian coordination system led by OCHA.

Description of the role

In order to better support the Somali authorities, the UN Resident Coordinator has decided to re-shape its support to a multi-stakeholder engagement on Durable Solutions. Localization of coordination capacity in support of projects and area-based approaches, as well as contributions from the UN Agencies, Funds and Programmes will be sought out in order to make the coordination support to durable solutions more sustainable and nationally owned.

In line with this strategic orientation, the UN Integrated Office is expanding its Durable Solutions Unit is calling for applications to fill a position for a Senior Durable Solutions Field Coordination Officer. This capacity will concentrate on Government liaison, particularly Federal Government and Benadir, with possibility to expand to other FMS. She/he will play a support role for any government led coordination effort in close cooperation with the co-chairs of the National Durable Solutions Secretariat. The support provided to Federal Government Authorities and to the Benadir Region includes operational coordination and monitoring of partners working on Durable Solutions programmes.

This profile will also ensure partners technical coordination at Mogadishu level and preparation for the participation of government and partners in SDRF meetings. She/he will work closely with the Durable Solutions Programme Development Officer to ensure that all processes related to programme development and design adequately reflect the national priorities and follow the inclusive participation of competent Government authorities and populations affected by displacement. She/he will also have a good understanding of dynamics and processes within relevant institutions at the level of the FGS and FMS and will be able to advise the Durable Solutions Unit on the most efficient and effective liaison and cooperation. This capacity will write strategies aligned with Government priorities and the situational context of displacement. She/he profile will also support the work of the State Durable Solutions Field Coordinators, providing training on Durable Solutions Coordination when needed. This capacity will be in charge to develop, jointly with the Durable Solutions Coordinator, the annual workplan and resource mobilization strategies for the DS Unit.  Knowledge of and links with the Somali private sector will be very advantageous in order to advise the Durable Solutions Unit on private sector engagement in the Durable Solutions sector.

The Senior Durable Solutions Field Coordination Officer will join the Durable Solutions Unit of the UN Integrated Office for Somalia. Her/his first reporting line is the Durable Solutions Coordinator. The second reporting line is the is the Head of the Integrated Office of the DSRSG/RC/HC for Somalia.

Duties and Responsibilities

Summary of Functions:

Government Liaison and Coordination Support

  • Coordinate with and seek regular updates from the chair and co-chair of the National Durable Solutions Secretariat and key government entities such as the National Commission for Refugees and IDPs, the Ministry of Interior, Federal Affairs and Reconciliation, the Ministry of Planning, Investment and Economic Development, the Ministry of Women  and Human Rights Development, the Benadir Regional Administration and any other entities as needed (civil society and private sector);
  • In collaboration with the UN Integrated Office and the Durable Solutions Unit, prepare briefings and reports on demand of the Government and relay any support requests received from the authorities to the wider UN System;
  • In collaboration with other partners (e.g. IOM, UNDP, the Regional Durable Solutions Secretariat etc.) support the Government with trainings and briefings to strengthen their durable solutions coordination capacity
  • Upon request, support with any secretariat functions for Government led coordination meetings;
  • In collaboration with the Durable Solutions Coordinator, support government entities in the preparation of interventions or presentations at the Somalia Development and Reconstruction Facility;
  • Periodically receive briefings on outcomes from regional Government led coordination meetings;
  • Engage with relevant Parliament Commissions that work on displacement issues and prepare briefings for the various sections of the UN system.

UN coordination

  • Support the Durable Solutions Coordinator and the UN Durable Solutions Unit in the preparation, secretariat support and follow up on the Durable Solutions Working Group meetings;
  • Support the Durable Solutions Coordinator and the UN Durable Solutions Unit in consolidating the yearly coordination workplan for the sector and update the information management products on DS coordination;
  • Support any joint coordination effort within and outside the UN Integrated Office, particularly in the areas of Governance, and Stabilisation and liaise with any other section of the UN Integrated Office as needed;
  • Support the Durable Solutions Coordinator and the UN Durable Solutions Unit in intervention or briefings to the UN Country Team Meetings, Programme Management Team Meetings and Inter-Cluster Coordination Group meetings;
  • Participate in meetings of the Integrated Analysis team and in any other strategic UN forums (e.g. Protection Cluster Meetings, Coordination and Camp Management Cluster meetings etc.);
  • Support with the review of minutes and action points from relevant UN meetings to extrapolate actions that can be brought forward by the Durable Solutions Working Group, the Durable Solutions Unit and relevant UN Durable Solutions Partners.

UN Strategy and Programme Development

  • Support the Durable Solutions Coordinator and the Durable Solutions Programme Development Officer in the development of the DS Unit strategy;
  • Support the Durable Solutions Coordinator and the Durable Solutions Programme Development Officer in identifying programming gaps in the sector based on the liaison with Somali authorities, civil society and the private sector;
  • Support the Durable Solutions Unit and relevant UN partners in the formulation of Joint Programme and Joint Initiatives with the consolidation of data, context/vulnerability/gender analyses;
  • In cooperation with the DSU, support Clusters and Agencies with inputs on displacement for their yearly strategies;
  • Participate, together with the broader UN Integrated Office, in efforts related to contributions for the UN Sustainable Development and Cooperation Framework

Knowledge Management: Durable Solutions Unit – Support to management and coaching

  • Support the Head of the UN Integrated Office, the Durable Solutions Coordinator and the Durable Solutions Programme Development Officer in the fundraising efforts for the recruitment of 4-5 Durable Solutions Field Coordination Officers;
  • In cooperation with the Durable Solutions Coordinator, supervise and support a team of 4-5 Durable Solutions Field Coordination Officers by fielding support missions in the Federal Member States, help them preparing their workplan and supervise their delivery, train them and mentor them as required;
  • Support the Durable Solutions Unit in the preparation of the Unit’s workplan and budget and in completing performance management cycles;
  • Support the Durable Solutions Coordinator, the Head of the UN Integrated Office and the wider admin team to follow up on agreements and MOUs regarding office space and secondment arrangements so as to guarantee timely renewal of those agreements.

Required Skills and Experience

Education:          

  • Advanced university degree (Master’s degree or equivalent) in political sciences, gender studies, migration studies, international relations, humanities.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:       

  • A minimum of four years of progressively responsible experience at national level in the coordination and management of governance programmes, development projects (social services, social protection, stabilization, migration, safety nets and urban programmes), humanitarian protection and displacement interventions.
  • Experience in engaging the private sector in development initiatives, or more specifically the durable solutions sector, would be an advantage.

Language Requirements:             

  • Fluency in oral and written Somali and English
