Zamzam Foundation is a humanitarian and development charity founded in Mogadishu, Somalia in 1992 to serve the most vulnerable members of society at a time of severe crisis
A non-governmental and not-for profit organization, Zamzam established itself in the heart of the humanitarian emergency that followed the outbreak of the civil war in Somalia in 1991. Since then, we have grown to become the largest national humanitarian and development organization in Somalia with nearly three decades of experience providing relief and support services to those most affected by the joint forces of war and famine.
Position: Senior Human Resource & Administration Officer (full time)
Contract Length: One year
Senior Human Resource& Administration Officer To Manage the general Administration of the foundation while ensuring the human resource are enhanced and operate to ensure the Organizational goals and objectives are achieved, To ensure that systems in HR are adhered to by ZZF team and regularly review for continuous improvements that meet the highest standards in accordance with the foundation strategy and the legal framework for Somalia..
Provide staff orientations/ inductions for all newly required personnel upon their arrival.
Provide advice and assistance in developing human resource plans
Provide support and give advice and assistance when writing job descriptions.
Process employee requests for leave requests while complying with polices and procedures.
Coordinate with Finance department in the management and maintenance of the staff payroll/benefits, general employment inquires on salary.
In collaboration with General Director Identify training and development opportunities.
Organize staff training sessions, workshops and activities as required.
Responsible for ensuring that all staff are issued with Job descriptions, contracts, renewing/revising contracts and ensuring that this is in line with the legal framework for employment in Somalia.
Monitor dates relating to probationary periods, Performance Management, and end of contracts; balances of Annual leave sickness absence and staff welfare etc.- for all staff.
Ensure that there is Care Group level commitment to develop and deliver plans and work.
Ensure a timely organized and comprehensive procedure is used to hire staff.
Provide advice and assistance to supervisors on staff recruitment.
Prepare notices and advertisements for vacant staff positions.
Schedule and organize interviews as requested and participate in applicant interviews.
Schedule and conduct reference checks on possible candidates.
Inform unsuccessful applicants upon the approvals from the recruitment committee or his/her supervisor.
Monitor staff performance and attendance activities:
Monitor daily attendance of staff and ensure rationale while monitoring and generate monthly report to be shared by each line manager for action.
Investigate and understand causes for staff absences and recommend solutions to resolve chronic attendance difficulties.
Monitor and Implement regular staff performance evaluations according to the policy and procedures.
Provide basic counseling to staff on all performance related obstacles.
Provide advice and recommendations on disciplinary actions.
Monitor scheduled absences such as holidays or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services
Provide information and assistance to staff:
Support supervisors on human resource implementation and work-related issues
Develop and implement a human resources plan and personnel management policies and procedures
Promote workplace safety as per Health and safety Policy.
Provide advice and assistance to staff and management on compensation and benefits systems.
Explain and provisions of the HR Manual policy.
Explain employment standards and legislation such as workers. Compensation, labour standards as per the country labour law.
Meeting, Documentation and Reporting:
As member of HR Personnel participate regular meetings of ZamZam Foundation and contribute to the effectiveness of Human resource management.
Manage the HR information systems; update records and maintain all:
Staff files – each file has up to date relevant information
Database – maintain a database of all staff records
HR Procedures – procedural manual in place, outlining steps to be taken in all areas of HR from recruitment to termination.
HR Staff manual – manuals are based on Zamzam Foundation policies and procedures and in line with legal requirements of the country.
Take part on the preparation of all HR reports and reporting requirements.
Any other duty assigned by lien manager

Job Working Conditions
Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work
Master’s degree in Human Resource Management / BBA -Bachelor of Business Administrations / Public Administrations or related field.
Should have experience in capacity building
Should have good commend in report writing
Excellent interpersonal, communication
Good organization and planning skills
Working experiences 3 years in related field
