Job Description

PURPOSE OF POSITION:

The job holder will support the organization to secure sustainable resource that realise its strategy. The job holder will lead program and proposal development and design for high-value, competitive, complex funding opportunities.

Together with the Program Development & Quality Assurance Director, the job holder will actively build and maintain donor relationship in support of acquisition at national and field level. The position will also support the creation and promotion of strategic alliances with donors, multilateral agencies, and other NGOs for purposes of resources mobilization.

The job holder will coordinate with different stakeholder to ensure donors reports are submitted on time with quality. S/He will serve as the focal points for external engagement with Support Officers and donors. The job holder will supervise and build capacity of POs to support resource mobilization effort.

KEY RESPONSIBILITIES:

Proposal Development and Grant Acquisition:

  • Lead the project design and proposal development process in collaboration with different stakeholders such as the Quality Assurance & Strategy, Finance, Tech Team Unit and external stakeholders.

External Engagement:

  • Assist the Program Development and Quality Assurance Director in researching trend analysis, donors’ strategy, and specific opportunities’ priorities to inform project design.
  • Attend donor meetings/ working groups/ cluster meetings or any other relevant externa engagements to represent World Vision and gather donors intel, with the support from Technical Team.
  • Facilitate SO visits to include scheduling external/internal meetings and site visits to the field.
  • Conduct regular, positive, and productive communication with key SOs, respective donor representatives, and partners regarding the implementation of program activities.

Grant Implementation/ Management/Compliance and Risk Management:

  • Ensure donors reports submitted on time, disaggregated by program and financial reports.
  • Any issues and challenges on implementations are escalated to leadership in good time.
  • Project issues are discussed with SOs and communicated to donors as per donors’ requirement.

Knowledge Transfer and Management:

  • Ensure all project documents are uploaded on the Knowledge Management Database.
  • Ensure all opportunities are tracked on Horizon.
  • Facilitate reflection with stakeholders to learn from previous projects.

Managing and Capacity Building POs:

  • Set clear performance expectation with Program Officer(s).
  • Provide timely and constructive feedbacks to help PO improve their performance.
  • Build capacity of Program Officers.

KNOWLEDGE, SKILLS & ABILITIES:

  • 5 years programming experience in a grant funded humanitarian or development program. Preferably with previous assignments in a fragile context.
  • Proven experience in networking with donors and partners to bring about funding opportunities.
  • Demonstrated ability to mobilize cross-functional proposal team (technical, ops, field, finance, M&E, Regional/HQ) with right staff at the right time to meet even the tightest deadlines. Can also effectively mobilize multi-partner proposal development teams.
  • Demonstrate ability to establish and cultivate strong, collaborative relationships.
  • Strong writing skills.
  • Excellent communication skills, both verbal and written.
  • Strong negotiation skills.
  • Strong proposal writing skills.
  • Team player; the ability to mobilize and work as part of a diverse team to achieve the overall goal.

  • Master’s Degree in Development studies or related field.
  • Training in humanitarian standards is desirable with specific training in donor requirements e.g. BHA, GAC, ECHO, DANIDA and Europe Aid.
  • Fluency in English required.

Work Environment/Travel:

  • The position requires ability and willingness to travel nationally up to 30% of the time.
