Somali Cash Consortium – Senior Field Coordinator – Humanitarian Mogadishu Office

Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. 

Job Title: Senior Field Coordinator – Humanitarian – Somali Cash Consortium

Duration: One year with the possibility of extension

Grade: 7

Reports to: ILED Programme Coordinator – Somali Cash Consortium

Responsible for: No direct reports

Exact job location: Mogadishu based, with semi-regular trips to partner offices across Somalia and Somaliland and Nairobi

Liaises with: Somali authorities, NGO partners, UN, donors, private sector and community leaders, beneficiaries.

Project explanation: Concern Worldwide leads the Somali Cash Consortium. Consortium members include Concern Worldwide, Danish Refugee Council, Norwegian Refugee Council, ACTED, COOPI, Save the Children International and IMPACT Initiatives.

Since January 2018 the Somali Cash Consortium has supported over 100,000 vulnerable Somali households with unconditional mobile money transfers. The Somali Cash Consortium is primarily funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), Directorate-General for International Cooperation and Development (DEVCO) along with other institutional donors. This role will support the Cash Consortium’s ECHO-funded humanitarian cash transfers, and coordinate with the Cash Consortium’s DEVCO-funded Social Transfers.

Job Purpose: As part of the Consortium Management Unit (CMU), under the supervision of the Cash Consortium Programme Coordinator, the Senior Field Coordinator Humanitarian will ensure the efficient, effective and compliant implementation of the Cash Consortium’s ECHO programme.

They will:

  • Liaise with Cash Consortium partner teams in Somalia (Mogadishu and other locations).
  • Supervise partners’ Cash Consortium related activities and report to the CMU
  • Verify that the correct participants are being included in the programme by partner teams, by Confirming that targeting guidance has been followed.
  • Represent the Cash Consortium at meetings of Cash Working Groups, donors and humanitarian coordination functions in Somalia (Mogadishu and other field locations).
  • Facilitate the roll out of Cash Consortium programme, process and system development pilots; including voice verification, call centre technology and other projects by holding project management meetings with stakeholders.
  • Support the Cash Consortium logistics and admin functions in Somalia, ensuring that all tasks are carried out in line with Concern and donor procedures.
  • Work close with the Senior Field Coordinator Social Transfers, to provide Shock Responsive top-ups to DEVCO-funded safety net participants.
  • Create information outputs for a wide variety of stakeholders

Main Duties & Responsibilities:

  1. Field visits and community engagement
  • Ensure the needs of programme participants are being prioritized.
  • Regularly visit participant communities with partner agency staff to:
    • Ensure guidance notes are being followed
    • Report on any areas for improvement
    • Receive feedback from communities
    • Document activities
  • Report to the rest of the CMU team on visits to communities
  1. External Representation
  • Participate in coordination meetings with partners and other NGO/UN Agencies (clusters, local cash working groups, government meetings) where the Cash Consortium is concerned.
  • Work closely with coordination mechanisms such as the Ministry of Labour (MolSA) and Ministry of Humanitarian Affairs (MoHADM)
  • Meet with local stakeholders; government, authorities and private sector.
  • Network with NGOs/UN Agencies to promote the work of the Cash Consortium and coordinate implementation
  1. Partner Support
  • Oversee and build capacity around partners’ process implementation and documentation – particularly relating to targeting, registration and reporting of transfers
  • Review, suggest amendments and follow up on amendments to partners’ documentation
  • Receive, clean, analyze and compile data sent monthly by partner agencies.
  • Receive, review, suggest amendments and follow up on amendments to information submissions by partners including; quantitative data, programme reports and audit documentation.
  • Support partners or consultants in developing communications products; including finding and drafting success stories and taking photographs & videos.
  1. Admin, logistics and procurement
  • Translate between English and Somali for program written documents / forms, feedback from community visits or surveys and provide oral translations during community visits and trainings.
  • Make logistic, finance and administrative arrangements for community visits by stakeholders. Ensure that all logistical activities are carried out within the framework of Concern’s and donors’ procedures, standard and policies.
  • Follow up with finance, admin, and logistics staff within Concern to ensure procurements are completed in a timely fashion.

  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organization.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc.).
  • Contribute to ongoing security management and planning as necessary.
  • Establishing and developing effective working relationship with Concern and partner agency staff, authorities, the private sector and service providers to ensure teamwork and integration.

Qualifications Required:

  • Graduate Degree in Social Science or relevant field.
  • Evidence of further professional development

Skills Required:

  • Desire to work in a small, dynamic, high-performing multidisciplinary team.
  • Strong and demonstrable competency in computer skills including MS Office.
  • Fluent in Somali and English
  • Excellent written and presentational skills
  • Effective communication skills including strong facilitation/negotiation and coordination abilities.
  • Ability and willingness to communicate confidently and flexibly, choosing the most effective means, including emails, phone, Skype and in-person.
  • Experience of working in complex, insecure environment
  • Willingness and ability to undertake frequent travel (Hargeisa, Baidoa, Nairobi, remote communities, etc.)

Experience Required:

  • At least 3-5 years’ experience in a similar/related position.
  • Previous knowledge and experience of programming in Cash and Voucher Assistance (CVA).


  • Knowledge in NGO finance and procurement procedures and best practices.
  • Experience in data analysis and information management

Other Required

  • Adhere to the standards of conduct outlined in Code of Conduct (CoC) with Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking Policy.
  • Support and promote the standards outlined in the Concern Code of Conduct and related policies to the team, partner and stakeholders and be committed to providing a safe working environment
  • Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated into the project
  • Undertake other related duties as may reasonably be assigned by the Programme Manager.
