Job Description

Job Title:  Teacher Education Officer.
GRADE:  4 CONTRACT Length: one year
Child Safeguarding:

Level 5:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: Teacher Education Officer – under the guidance of training specialist, is responsible for the planning, implementing, monitoring and reporting of teacher education interventions day to day progress including in line with and agreed plan of action and budget, donor, SC and government policies, requirements and procedures. The Teacher Education Officer will be responsible for implementation of all teacher education programmes at district level. He/she will ensure efficient utilization of project resources for the intended purpose through effective planning and monitoring. He or she will ensure the use of appropriate, cost effective and innovative approaches especially in improving quality, equity, inclusiveness and performance of supported teachers especially those who remain untrained and are working in the schools. He or she will ensure synergy through collaboration and networking with other stakeholders implementing teacher education programmes in his/her area of operation. Teacher Education Officer will ensure partnership with relevant partners including ministry of education including district education officers (DEOs), regional education officers (REO), and with Community Education Committees at community level, teachers and children. Teacher Education Officer shall ensure linkage among education and other thematic areas at field level. He or she will play key role in representing SCI in relevant networks and forums and engage in advocacy and dialogue with relevant education stakeholders at region and district level.

Dimensions: Save the Children works in 4 regions in Somalia/Somaliland with a current staff complement of approximately 350 staff and current expenditure of approximately GBP 30 million each year

Programme Development  

·         Under the guidance training specialist involves in the development of new project proposals, concept notes and data collection with particular inputs for teacher development.

·         Explore, document and disseminate new ideas, lessons and experiences from the day to day project management that will improve the planning and management of education projects

·         Involve in the process of baseline assessments and establishment of project base line, for effective planning, monitoring and reporting purposes

·         Ensure linkage, collaboration and partnership among sub sectors and thematic areas and other education actors at all levels

·         Play proactive role in addressing key educational challenges such as poor capacity of teachers,

·         Ensure that he or she has adequate knowledge and understanding on key government education policies and strategies on teacher development, renumeration and recruitment, SCI Global Education strategy, international standards such as EiE minimum standards, SDG goals, Education for All goals and other working documents

·         assist with the development, finalization and implementation of realistic and practical medium-term plan for teacher development

·         Work with teachers’ trainers and teacher training institutions, to develop relevant, locally resourced teacher training materials and resources

·         Coordinate and plan with the teacher trainers and institutions on the training requirements

·         Monitor the ALP teachers training programs

·         Work with teacher trainers to adapt and contextualize training materials

·         Coordinate with trainers, to field test and finalize training materials

·         Work with trainers to assess teachers’ skills and training needs/ gaps

·         In consultation with the Teacher Training Specialist and other stakeholders, develop basic training package

·         Implement in-service training package in collaboration with MOE

·         Provide regular updates to management on the progress of teachers training program

·         Support in the Implementation of procedures and systems for teacher supervision, coaching, and monitoring

·         Work with the Teacher training Specialist, to Establish teacher learning circles

·         Work with teacher training Specialist to establish Teacher Professional Development Plan


·         Prepare detailed action plans and for all education subsectors of education (primary and teacher training) implemented upon approval by the line manager

·         Ensure that teacher component is implemented in accordance with the work plans and the involvement of partners and concerned stakeholders at all levels

·         Ensure that SCI implements teacher training activities in a most efficient, effective and sustainable manner

·         Work closely and in harmony with colleagues in developing clear plans, workable monitoring system, baseline data and reporting systems

·         Organize, Participate and play proactive role in periodic monitoring and implementation of teacher training, and recommendations and sharing reports, lessons learnt and best practices among education authorities

·         Ensure the participation of children/target groups in M&E based on CRP principles and approaches

·         Prepare annual and quarterly budget plans, forecasts and implement after approval

·         Monitor and follow up training budge expenditure and

  • Ensure that quality monthly, quarterly and interim reports are produced and submitted on timely manner in accordance with SCI and donor formats and schedules
  • Ensure that monitoring reports are prepared and submitted on time to the teacher training specialist


Representation and Advocacy

·         Represent education team in relevant regional forums such as teacher training and other teacher working groups and other meetings as appropriate

·         Work closely with other project staffs to develop and implement advocacy plans in education in line with the Country Strategic Plan and global strategy of Save the Children

·         Play proactive role in national and global campaigns to advocate for increased children’s education in collaboration and networking with other actors in Somali

·         Work with consortium members wherever applicable to further Save the Children’s mission for children

·         Ensure linkage, synergy and harmonization of approaches and strategies with other sectors.

·         With the guidance of the training specialist the project officer understands and is able to adapt his/her roles and responsibilities in both emergency and development contexts

·         Under the guidance of training specialist explores opportunities for self professional development

  • Diploma or Bachelor degree in education or a related field with additional training in education planning and management and project planning and management techniques
  • Knowledge of current national international strategies on access, equity, and quality education policies and models
  • Recommended a minimum of 3 three years of relevant experience in similar position
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability to write quality narrative donor report
  • Good interpersonal and communication skills including influencing, negotiation and coaching
  • Strong results orientation, with the ability to challenge existing mind-sets

·         Excellent verbal and written communication skills in English and Somali
