Temporary Construction Engineer Assistant – Somaliland Office
|TEAM/PROGRAMME: Education team, Somaliland||LOCATION: Hargeisa|
|GRADE: 5||POST TYPE: National|
Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
Being accountable to the construction engineer and with direct links to the Programme Managers in Somaliland, the Temporary Construction Engineer will be responsible for preparing construction designs, specifications, and bill of quantities; bid documents; evaluating tender documents; providing sound technical advice and carrying out periodic construction supervision. The Temporary construction engineer is responsible for ensuring that all construction work undertaken by Save the Children is of good quality and is delivered on time and within budget.
SCOPE OF ROLE:
Reports to: Construction Engineer – SL
Staff directly reporting to this post: None
Internal: All staff of SC Somaliland program and education team in particular
External: Appropriate government authorities/offices, partners and other stakeholders in Somaliland as required. Oversight of the work being conducted by construction companies.
KEY AREAS OF ACCOUNTABILITY:
Prepare construction designs, specification and bill of quantities for Schools, pit latrines, sport fields, furniture and other SC construction projects etc.as per the standards of the MOE and SC.
Prepare bid documents.
Ensure that school designs and plans consider the diverse needs of all children including the needs of children with disability (child-friendly).
Ensures that sites are selected with the active participation of communities and children Assist SC and partners in evaluation of bid/tender documents submitted by contractors
Prepare and administer construction contracts in consultation with the SC management, relevant government authorities and partners
Develop an effective and participatory monitoring and supervision system and plan that would enable Community Education Committees, Regional Education Office and SC to be actively involved in monitoring the construction works.
Ensure the quality and standards of construction work through well planned monitoring and supervision
Provide technical support to contractors as required in order for them to execute the construction works as per the contract agreements and specifications
Prepare and submit monitoring and quarterly progress reports
Keep updated on the progress of the construction activities and provide the necessary feedback as required to the programme manager.
Certify the payment of the contractors with provision of all the necessary supporting documents and reports.
Certify the completion of construction works jointly with Community Education Committees and REOs
Undertake responsibilities with a high level of professional and ethical standards
Maintain proper records of community contributions during construction activities
Maintain proper documentation of all construction works including physical and financial status Perform other duties as instructed by the supervisor

QUALIFICATIONS AND EXPERIENCE
Advanced diploma or B.SC degree in Civil Engineering or other relevant discipline with applicable trainin
Three years of experience in construction management preferably in the area of education. Proven skills to prepare plans, designs, bill of quantities and bid documents. Ability to analyse bid documents; Proven experience in construction supervision and management. Experience in community mobilization and involvement in construction activities. Proven knowledge and experience in applying various program (financial planning, management, monitoring systems and tools). Good writing and interpersonal skills.
