Job Description

TERMS OF REFERENCE

AREA OF INTEREST: ENVIRONMENTAL IMPACT ASSESSMENT on THE WATER SOURCES DEVELOPMENT FOR THE IRRIGATION OF HORTICULURAL CROPS

Location: Garadag, Bixin, Kalsheekh and Ilad in Sanaag region of Somaliland 

  1. Background

OXFAM is a member of the consortium of NGOs for the implementation of Somali Resilience Program ( SomRep). This is a long-term consortium to build and field test a resilience model based on the latest global resilience thinking, innovative livelihood approaches for the Somalia context, and bridging the relief to development continuum. This SomRep program is to tackle the challenge of recurrent drought and the chronic vulnerability that result among pastoralists, agro-pastoralists, and peri-urban households across Somalia.

Oxfam will undertake environmental impact assessment and water salinity testing of reconstructed and rehabilitated water point sources including boreholes in the above mentioned target areas. Oxfam will engage with Somaliland Water Resources Development to facilitate their monitoring of construction and participation in water management committee training.

  1. Objective of this Environmental Impact Assessment is:
  • To undertake Environmental Impact Assessment for the rehabilitated water point sources namely boreholes with the provision of the irrigation water for the cultivating crops in the project target areas.
  1. Scope of the Consultancy Work

The consultant is expected to use both secondary and primary data on the rehabilitated water sources in these target areas. He/she will collect primary data by carrying out field reconnaissance and collected biophysical parameters including water salinity of the water sources for irrigating crops. Both water and soil samples will be collected for the chemical analysis/ testing including salinity status. The consultants will conduct on the following tasks:

  • Make the review of the desk study on the existing and available environmental and water sources data and reports in the target areas;
  • Assess the positive and negative impacts of the water point sources including rehabilitated boreholes in the target areas as below:
    • Identifying positive and negative impacts
    • Identifying the causes of negative impacts
    • Proposing solutions/mitigation measures for negative impacts
    • Identifying opportunities from positive impacts
  • Physical environment (ground water including physio-chemical, quantity, quality, and water static level and drawdowns, surface watered and also assess soil characteristics, soil structures, permeability, infiltration capacities and potential effects on soil erosion)
  • Biological environment (Flora and fauna e.g. vegetation clearance, utilization of woody species etc.)
  • Production system (change of land use from pastoral to agricultural land, change in agricultural practices e.g. irrigation practices etc.)
  • Socio-economic and socio-cultural environment (water usage pattern, utilization of available water, livelihood transformations, distance to sources, change in traditional water management practices, land ownership and land encroachment etc.), public health (water related diseases, sanitation etc.)
  • Assess on the gender impact of these rehabilitated water point sources e.g boreholes
  • Examine and assess the role and management capacities of the user communities, women/girls and settled pastoralists in the development and management processes related to provision of water supply for the irrigation of crops;
  • Prepare and conduct on the Environmental Impact Assessment (EIA) check lists should be based on the following:
    • Institutional analysis
    • Current market trends and analysis
    • Water User Groups
    • Water Use and Knowledge, Attitudes and Practice
    • Major determinant of water demand

All assessment will be conducted in a participatory approach. The collected water and soil samples will make a chemical testing in a laboratory. The measurements of the salinity in the water and soil samples in the terms of the electric conductivity (EC).

The soils in most of Sanaag region are rich in calcium carbonate and gypsium. Gypsiferous soils are very variable that may affect their properties in relation to plant growth of the cultivated crops. This environmental Impact assessment will focus the soil analysis or testing of total gypsum contents in the soils.

  1. Expected Deliverables

The consultant will be required to produce the following tangible outputs in the execution of this assignment:

  • The Environment Impact Assessment report giving details of the findings and recommendations
  1. Duration of the Consultancy Work

This assignment is expected to take a total of 20 calendar days

  1. Required Qualification and Experience of a Consultant
  • At least a Master’s degree in Environmental Science or equivalent and having the work experience with the water sector particularly irrigation;
  • Demonstrated experience in conducting similar assignment in Somaliland
  • High level of written and oral communication skills in English;
  • Experience in working with rural communities particularly in the eastern regions
