TERMS OF REFERENCE FOR CONSULTANT TO DEVELOP FOOD RESERVE MANAGEMENT POLICY

1.  Background

National Disaster Preparedness and Food Reserve Authority (NADFOR) previously known as NERAD has been formed in 2003, and approved by parliament under Law number-35 as Government institution mandated to work on disaster management and humanitarian aid coordination. Besides this, Article 18, verse 2 of the constitution of Somaliland reveals that the state shall undertake relief in disasters such as famine, storms, epidemics, earthquakes, and war. This necessitated the establishment of this authority. However, with reference of presidential order/decree (JSL/XM/WM/249-11/012018), the role of the institution has been expanded whereby the Food aid coordination and National Food reserves are added into its mandate. The responsibility of the institution has expanded despite the available resources are limited.

In Somaliland, disasters particularly climate driven disasters have become more frequent and tragic, affecting the lives and livelihood of the people, and in turn the overall development of the country. In the pursuit of reducing vulnerabilities to disasters NADFOR aims to improve preparedness mechanism through establishing strategic food reserve/warehouses. The Authority has realized the need to have comprehensive policy that guides how food reserves will be managed.

OXFAM will financially support the process of reviewing and updating the National Food Reserve Management policy under Restore project, SomRep funded by SIDA. The reviewed policy is expected, to effectively operationalize by NADFOR, and foster the transparency, efficiency, service delivery, and accountability of Government sponsored food reserves and stockpiles.

2.  Purpose of the assignment

The purpose of the assignment/consultancy is to develop a comprehensive national food reserve management policy that will provides actions and strategic and policy interventions on how to make food stockpiling a viable strategy toward achieving food security at the national and regional level which will foster the country emergency response during disaster.

3.  Scope of Assignment:

To review the current food/stockpile management initiative, identify gaps and challenges

To conduct Two days’ stakeholder Consultative workshop to collect and receive data and information required from the relevant institutions.

Within the consultative workshop, the facilitator will facilitate key Issues to identify critical areas on which the NADFOR would require to focus in food reserve management.

Conduct a technical analysis of existing policies and strategies relating to food reserve and food security and integrate into policy, and coordinate data/information collection, literature review, and consultations with all relevant agencies that should coordinate with National Disaster Preparedness and Food Reserve Authority (NADFOR) who shall provide necessary inputs such as sharing past experience, baseline information and support the facilitator in developing a comprehensive food reserve management policy that will foster country’s emergency response capacity, and food security in general.

Explore the food safety, standards and control measures that are best suit to manage food reserve while considering country’s context.

Assess the legal, social and cultural requirement for better and effective management of Government sponsored food reserve and stockpiling.

Explore sustainability options of government sponsored food reserve and stockpiling

Assess the negative impact of government sponsored food reserve and stockpiling on local economy

4.  Deliverables

The assignment will produce and deliver the following outputs to NADFOR

An inception report detailing the methodology and work plan for the consulting assignment;

A comprehensive Food Reserve Management policy that focuses on stockpile management, delivery, ensuring food quality standards and controlling, storage and dispatch of food items.

Hard and digital copies of finalized Food Reserve Management Policy document after completion of extensive consultation process and incorporation of stakeholders’ comments.

Duration of the Assignment

The tentative schedule for this activity will be 17 Working Days which will start from day of signing the contract.

Reporting and Coordination

The consultant will report directly to NADFOR and will liaise closely with them until such time that the final document is submitted and accepted by NADFOR.

Qualifications, experience and Skills required Primary expertise required

Policy formulation and review

Functional Competence

The consultant should have a minimum Master Degree food reserve management, food security, warehousing and logistic, food quality and safety, Public policy, or any other related fields.

S/he should have minimum 10 years relevant work experience Preferably Policy review and Analysis

S/he should have worked in similar assignments, more preferably in the field of food reserve management, food security and disaster management in the past.

Applicant should have experience in conducting stakeholder consultations and meetings, and be able to work independently.

Excellent communication skills in English and Somali, both written and spoken are essential, as most of the works will be done through the process of consultations with the stakeholders.

The applicant should also possess excellent skills in computers (MS words, MS Excel, Power points etc. amongst others).

Demonstrated ability to meet deadlines and work under pressure

9. Tentative time frame of assignment and deliverables

The assigned will be delivered in accordance to planned timeframe.

8.  APPLICATION REQUIREMENT

Candidates interested in the position will be expected to provide the following documentation:

Cover letter

Detailed financial proposal and technical proposal including the methodology of conducting the consultancy/assignment.

CVs of consultant(s) with a minimum of 3 traceable and recent referees; company profile if relevant

Initial work plan and availability of the consultant

Sample of previous work done. This could be tools, guidelines or approved assignment reports.

9. EVALUATION CRITERIA

The expert will be evaluated against a combination of technical and financial criteria (combined scoring method). Maximum score is 100% out of which technical criteria equals 70% and financial criteria equals 30%. The technical evaluation will include the following:

Educational Background as requested: 30%;

Extensive expertise, knowledge, and experience in the field of institutional review, capacity development initiatives, notably at the systemic and institutional levels; 20%

Extensive conceptual and practical knowledge about government operation, Policy and strategic principles: 30%

Demonstrated experience and practical knowledge in working and collaborating with stakeholders including governments; civil society and communities in Somaliland: 15%;

Fluency in Language English and Somali: 5%.
