SCI Somaliland has in the past 40 years focused on improving access to basic health care and education for the poorest and most vulnerable children and families, and securing their livelihoods with an overall aim of protecting and promoting their right to survival, development, protection and participation.

SCI has been collaborating and working with a number of local, non-government organisations, and other civil society actors in Somalia. Partnership is at the core of SCI’s Theory of Change and the effectiveness of partnership depends on the existence of strong partners.  Enhancing and strengthening capacity of local civil society organisations (CSOs) will bring lasting change in the lives of children, by enabling civil society organisations to call for increased government accountability that can lead lasting for poverty-ridden Somalia children. SCI is planning to support to one of its local partners in Baidoa to have strong MEAL (monitoring, evaluation, accountability and learning) policy and systems in place. The need to have strong MEAL systems was informed by an organization capacity assessment SCI recently conducted together with the partner.

Therefore, SCI is looking qualified consultant or consultancy companies who can help our local partner to have sound MEAL policy and systems as well as help roll out of the policy and tools within the partner organisation.

Objective of the Consultancy.

The main objective of this consultancy is to develop MEAL Policy and relevant systems for one of our local partner organization in Baidoa. The result of the consultancy is expected to help our local partner to improve their data collection methods, quality of monitoring and evaluation projects. Furthermore, the consultancy will help our partner organisation to have strong accountability systems in place that ensure meaning full participation and feedback mechanism for beneficiaries and communities supported through SCI funds.

Methodology and Scope of the Consultancy

  • Desk review of partner organization’s previous capacity assessments related to MEAL.
  • Desk review of current MEAL practices of partner organisations.
  • Conduct key informant interviews with senior leadership team of the partner organisation, MEAL staff and programs.
  • Based on the desk review and discussions with partner staff, develop appropriate MEAL policy, system and tools integrated with child safeguarding and safe programming lens.
  • Ensure the developed MEAL systems include, but not limited to, organizational MEAL structure, accountability assessment and develop accountability-monitoring checklists aligned with core humanitarian stands.
  • As part of the MEAL systems, develop clear processes for handling compliant and feedback from beneficiaries. This include compliant and feedback handling flow chart and recording forms for beneficiaries.
  • Develop data quality assurance protocols
  • Share draft MEAL policy and relevant systems or tools to partner organisation and SCI for review and incorporate provided inputs timely.
  • Organize a workshop to provide final inputs and validate the policy and relevant systems.
  • Submit final partner MEAL Policy and relevant systems/tools incorporated comments and inputs from SCI and partner organisation on agreed deadlines.
  • Organize a workshop with relevant partner organisation to roll put the new MEAL policy and systems. This should include two days testing exercise of the tools and systems to ensure their usability in practical context.
  • Review the MEAL policy and system as necessary after conducting the testing exercise.
  • Develop and submit comprehensive consultancy report detailing accomplishment during the consultancy period, challenges and recommendation during the consultancy period.

Key deliverables

  • MEAL Policy of Partner organisation.
  • Organisational monitoring tools and plans
  • Accountability assessment and planning tools.
  • Check list for information sharing with beneficiaries.
  • Comprehensive beneficiary complaint respond and feedback mechanism.
  • Any other MEAL tools necessary for the implementation of MEAL Policy.
  • Narrative consultancy report.

Location and Duration of the consultancy:

This consultancy will be 35 working days starting from the date both parties fully sign the consultancy agreement. Fridays are not included in the consultancy days.

The consultant will be required travel to Baidoa during key informant interviews, workshops and testing exercise.

Qualification and Experience of the Consultancy

  • Have minimum Master degree in M&E or other social study subjects.
  • Over 7 year’s Technical expertise in MEAL; managing M&E of both humanitarian and development programs.
  • Demonstrated experience and proven record in developing sound M&E policy and MEAL framework for non-government organisations (NGOs)
  • Profound experience in facilitating workshops and trainings for NNGO staff.
  • Excellent communication and analytical skills,
  • Experience of the consultancy location is very crucial.
  • Evidence of successful completion of at least three similar framework assignments.
  • Have excellent communication, analytical and communication skills.
  • Excellent command in English language. Medium spoken in Somalia language is added advantage.
  • Be Computer literate.

Expression of Interest

Interested consultants who meet the consultancy requirements should submit the following;

  1. A detailed technical and financial proposal that comprises methodology, work plan, the experience of previously conducted similar assignments, and demonstrated capacity to undertake the assignment. Please attach signed and stamped contracts.
  2. A detailed separate inception concept report complete with work plans with an input, output, outcomes matrix.
  3. A draft design/table of content of the proposed MEAL policy and systems or tools. This is mandatory.
  4. At least 2 previous verifiable reports on previous assignments undertaken by the consultants, please attach signed report.
  5. Curriculum Vitae of two consultants who will backstop the lead consultants ensuring a multi- sector team.
  6. SCI plans to contract only the lead consultant for this consultancy.
