Terms of Reference for Enumerators to Support CSOs Mapping and Capacity Assessments

Introduction

Finnish Consulting Group (FCG) Sweden is a leading international development organisation with vast experience in delivering high quality programmes and projects in public sector reform, natural resources management, civil society strengthening, market development and monitoring and evaluation. FCG Sweden is implementing a three-year (January 2020 – January 2023) programme titled “Technical Assistance for Capacity Building of Civil Society Organizations” in Somalia/Somaliland. The programme, which is funded by the European Union Delegation aims to

“Strengthen the capacity of CSOs working in governance and democracy sector to mobilise Somalia/Somaliland citizens to participate more effectively in democracy and governance reform processes through representation, participation, transparency and accountability

The above aim will be achieved through implementation of the programme’s three interrelated components. These are

  • Enhancing civil society organisational and programming capacity;
  • Enhancing capacity of civil society to understand and advocate for the needs of their constituents;
  • Developing partnerships and networking abilities of civil society actors

Successful implementation of the components of the programme is anticipated to result in civil society that is legitimate (organic and representing needs of its constituents), credible (operationally effective and technically/programmatically capable) and resilient (adaptive and sustainable).

A key activity of the inception phase of the Technical Assistance for Capacity Building of Somali Civil Society programme is mapping and assessing capacity of civil society organisations. Through the mapping exercise, FCG Sweden anticipates to establish a comprehensive database of civil society organisations in Somalia and Somaliland showing details of where the organisations are based, the key constituents/beneficiaries that they serve, types of programme and activities they are implementing, their current ability to effectively deliver on programmes they are implementing and type of support required to enhance their capacity. This database would be a resource to be utilised by civil society organisations as they seek to establish partnerships and collaboration as well as by development partners as they seek to identify civil society organisations programming areas and capacity. It is with this background that FCG Sweden invites qualified enumerators to support in collection of data on civil society organisations

Objective

The primary objective is to identify and recruit qualified enumerators/research assistants to support in undertaking data collection activities, surveys and assessments in all regions of Somalia/ Somaliland to inform the development of the civil society database. The main tasks that enumerators will be responsible are the data collection of all facets of CSOs mapping and capacity assessments including administering survey, focus group discussion, key informant interviews and observations. Additionally, the enumerators who perform their tasks to expected standards may, at the discretion of FCG Sweden,be assigned additional responsibilities of providing support to civil society to strengthen their internal systems (human resources, financial management, external relations and communications, fundraising) as well as support CSOs to improve their technical programming capabilities. Hence, FCG Sweden will recruit experienced local researchers (data collectors) to undertake both quantitative and qualitative data collectionas well as provide capacity development support to CSOsto the highest quality standards.

Duties and Responsibilities:

  • Through training to be provided by FCG Sweden, develop sufficient comprehension of the proposed CSOs database, research protocol, ethical requirements, the study population and the study tools;
  • Work with programme teams to mobilize the respondents (primarily civil society organisation)for interviews and discussions;
  • Collect data by using structured interviews with the sampled respondents and service providers using pre-developed questionnaires;
  • Facilitate qualitative interviews – surveys, Key informant Interviews (KIIs) and Focus Group Discussion (FGDs)
    1. Ensure completeness of forms for accuracy and consistency after the data collection;
    2. Ensure data quality and sampling protocols by accurately and strictly following the guide/survey tools used for the specific data collection
  • Ensure proper and accurate transcription of information gathered through interviews and Focus Group Discussion (FGDs);
  • Ensure to collect accurate and the quality data by reviewing and editing the collected data by checking of all intentional and unintentional errors daily;
  • Maintain effective teamwork and excellent communication with both the team leader and all other data collectors during fieldwork;
  • Maintain effective communication with key staff to provide an update on the progress and challenges in the field and seek guidance on the way forward;
  • Participate in data quality check exercises soon after data collection and have a close look at missing and error reported data
  • Ensuring that the on-going daily reporting on data collection progress for the mapping and assessment are kept up to date
  • Hand in assignments as instructed by the team leader and any other notes on observations made during the interviews
  • Report all the problems encountered by the team leader and during the debriefing sessions

FCG Sweden will discuss with enumerators whose performance of the foregoing tasks is exceptional the possibility of awarding them additional responsibilities on supporting civil society to improve their internal organisational processes as well as strengthen their technical programmatic capabilities

Skills and Qualification

  • At least an undergraduate degree in social sciences, education, statistics, economics, and development studies, monitoring and evaluation
  • Demonstrable experience in conducting field research work using participatory approaches in different locations in the country is essential
  • At least two years prior experience in implementing programmes/projects in advocacy, policy influencing, civic education and community mobilisation; preference will be given to those with demonstrable experience in civil society capacity building
  • He/she must be a Somali national and willing to travel to the different regions of Somalia/Somaliland
  • Prior experience in interviewing and facilitating FDGs (Focus Group Discussions) and in-depth interviews
  • Must have considerable knowledge of the Somali culture and context
  • Excellent knowledge of English and Somali (Essential)
  • Displays exemplary positive behaviours for consistency, predictability and reliability at work to complete assignments and meet deadlines
  • Extensive knowledge of word processing and spreadsheet software (Word, Excel)
  • Experience and knowledge on mobile data collection (Kobo Collect, ODK, ONA, etc.)

  • Listening: With the ability to actively listen and capture the exact response from respondents
  • Accuracy: Must have the ability to interpret and record responses appropriately without distorting the respondent’s meaning or confusing the reader
  • Communication: confidently and professionally expresses self, able to ask questions and help the respondent understand what is needed from her/him
  • Honesty: Show a high level of integrity and will not fabricate responses or misrepresent the programme or the assignment
  • Relationship building: Should build trust with people in rural areas and ensure confidentiality
  • Cultural Awareness: Must be aware of and sensitive to the cultural expectations of communities in Somalia/Somaliland
  • Endurance: Must be able to work for full day working hours in the field across a number of days
  • Adaptable: Ability to think on their feet and effectively respond to emerging situations
  • Team player: Have the ability to work with a diverse team

Deliverables:

  • Submit clean and completed data collection forms
  • Collect clean and completed data screening during data entry
  • Clearly and well-written notes from KIIs and FGDs
  • Complete translation of English to Somali and vice versa
  • Field data collection summary report clearly highlighting challenges, learning and recommendations.

Scope of Work and working conditions:

The selected enumerators will work in FCG Sweden Somalia/Somaliland operations and will primarily be based in her/his below preferred regions of residence. However, s/he may be required to make frequent travels within Somaliland/Somalia regions

If successful, the engagements will be based on a “need for work” basis and remuneration will be paid based on the tasks carried out. The enumerator will not work or be reimbursed for days beyond the maximum approved work/travel days without prior written approval from the mapping and capacity assessment team lead

Time Frame

The selected enumerators will be engaged for an initial period of one (1) month period commencing in March 2020. Additional scope of work will be discussed with enumerators whose performance is exceptional and exceeds the set performance standards
