TERMS OF REFERENCE

Job Title Local TVET trainers
Project Details TVET Project for Galmudug State titled: “Promotion of employment of former pastoral women, men and youth”

Project code: K-SOM-2020-0362

Number of Local Trainers Eight (8)- 4 Male and 4 Female

NB: 2 trainers are required to apply for each course and choose from the 4 courses listed below.

Assignment Train 220 local youth trainees (Male and Female) in Galkayo on the developed Curricula in various business, soft and management skills.

A total of 220 trainees will be trained in two phases with theoretical lessons at CPD center in Galkayo and practical lessons in partnership with local TVET enterprises. Each phase will have 110 trainees trained for 10 months, after which they shall be subjected to evaluation exam and certified.

  1. Introduction

Centre for Peace and Democracy (CPD) with the support of DKH is implementing a market-driven Technical and Vocational Education Training (TVET) project targeting youth from vulnerable internally displaced people (IDPs) in Galkayo South District. The objective of the TVET Project is to improve access to market-driven skills training and employment opportunities for vulnerable young men and women. The TVET training will be implemented through Vocational Training Centers (VTC) in Galkayo South district of Galmudug State managed by CPD. To deliver vocational training apprenticeships, the intervention will collaborate with private sector small and medium enterprises. The project is also working with Galmudug Ministry of Education and other stakeholders through the recently formed TVET Working Group in the region with the overall goal of formalizing the TVET sector under the fold of the ministry.

CPD with the support of DKH therefore seeks to engage Eight (8) qualified Local Trainers with strong background in TVET training to train 220 young IDPs from households of drop-out pastoralists, using the developed TVET curriculum in the Four professional courses listed above. The local trainers will be reporting directly to the CPD TVET Project Manager.

  1. Scope of work

General Responsibilities for Trainers:

The Local trainers are expected to:

  • Using the developed training modules/curricula, Train 220 local youth both male and female trainees (18th -24th years age) at CPD TVET Center in Galkacyo South in various business, soft and management skills each of the specific courses (Automotive Mechanic – Level 1, Electrical Installation – Level 1, Masonry – Level 1, Front Office Operations – Level 1)
  • Under the guidance of the CPD TVET program team, the trainer should be familiar with the training curriculum in order to facilitate the development of the trainee’s learning objectives, reinforce good practices and evaluation requirements. Ensure that trainee goals are signed off within the first six weeks of commencing the post.
  • Conduct orientation sessions and one-on-one meetings with trainees to discuss more details of the courses, the duties of the trainer and trainees, set goals and agree a training plan for the duration of the course including trainee’s attendance at the TVET center during the theoretical lessons and at the enterprises during the practical exposure.
  • Develop hands on activities to help trainees learn through both one-on-one and group engagement, adapting resources to ensure all trainees are able to make progress.
  • Provide a stimulating learning environment and provide additional assistance to trainees with particular learning needs and abilities; instruct in a manner that develops trainees’ confidence and their abilities; integrate a variety of teaching strategies and curriculum content.
  • Maintain standardized trainee assessments and record keeping system for trainee progress and attendance; assess, monitor, record and report on the learning needs, progress and achievements of trainees.
  • With the support of CPD TVET team, establish practical testing sessions to gauge the trainee’s grasp of the content of the topic, and monitor the learning progress and skills development of apprentices on a regular basis;
  • Set in place feedback/complaint management mechanism for the traineeship, including documentation of achievements and challenges; identify and articulate areas for improvement as early as possible and take appropriate steps to facilitate improvement in performance or initiate remediation processes.
  • Together with the CPD TVET team develop plans for implementing knowledge acquired.
  • Support the development of trainees by organizing training sessions and monitoring of trainees in the learning environment both in the TVET center and the enterprises where learners take their practical lessons.
  • Assess knowledge gap of trainees and prepare an appropriate training and development plan.
  • Sharing knowledge with the trainees on the best practices in the field assigned for the skills.
  • Establish rapport/trust with trainees;
  • Give explanations, reasonable and appropriate assignments, and directions clearly;
  • Organize the classroom to contribute to the learning process;
  • Perform other duties related to the TVET program as assigned by supervisor.
  1. Approach and Methodology

The Local trainers s are responsible to come-up with his/her own methodology but should include the usual training methods such as:

  • Short Lectures.
  • Demonstrations and practical work.
  • Group Discussions.
  • Interactive Exercises.
  • Team Activities.
  • Coaching during Teaching.
  1. Deliverables/Outputs

The Local trainers shall submit the following as deliverables / outputs over the course of the assignment:

  1. Develop Monthly training plan and daily lesson plan using the developed curriculum.
  2. Prepare daily attendances sheet of the trainees and share with CPD on weekly basis.
  3. Support the development of local trainees by organizing training sessions, and monitoring of trainees in a teaching environment.
  4. Sharing Knowledge with the trainees on the best practices in the field assigned for the skills.
  5. Report any challenges and experiences encountered to CPD in the process of teaching the TVET trainees both at the center for the theoretical and in the enterprises for the practical lessons.
  6. Qualifications and Proficiency Required from the local trainers

The local trainers should meet the following criteria:

  • At least 2 years of experience in providing academic training to instructors/learners, preferably in TVET.
  • At least an Advanced diploma or its equivalents in technical, vocational education and training or related field e.g., Automotive Mechanics, Electrical installation, Masonry and Front Office Operations.
  • Understanding of the key issues involved in vocational education and training in the region, or specifically in Somalia.
  • Evidence of CVs and passports as approve of subject experts.
  • Good problem-solving and communication skills
  • Ability to read technical diagrams and instructions and drive a Training procedure using the Somali language is a great asset for desire.
  • Outstanding communication and analytical skills, with excellent command of spoken and written English.

  1. Duration and location of the Assignment

The assignment will be implemented in Galkacyo South, Galmudug region of Somalia. The duration of the assignment is planned at maximum 20 months.

  1. Roles and responsibilities of CPD and the trainers:

CPD

  1. Selection of right trainees targeted by project and enrolling them in the center.
  2. Provide all the support, background materials and documents to support the local trainers in undertaking task.
  3. Developing MOU with local enterprise where TVET trainees will take their practical lessons.

The Local Trainers

  1. Deliver on all the indicated documentation as required in the deliverables schedule.
  2. Report any challenges and experiences encountered to CPD in the process of teaching the TVET trainees both at the center for the theoretical and in the enterprises for the practical lessons.
  3. How to Apply

Interested trainers who meets all the requirements should submit the following;

  • A cover letter (max. 1 page), expressing an interest in the assignment and name of the specific course interested to train, why the trainer is the best fit for the assignment, availability.
  • Curriculum Vitae with three (3) professional references.
  • A valid identification document or work permit to work in Somalia.
