Local Value Chain Analysis/Market system analysis

DFAT phase 6 – Enhancing Resilience in Somaliland communities


World Vision Somaliland regional office has been implementing FSL activities in Somaliland since 2008 and intends to upscale; integrated development interventions. These interventions fall under World Visions core sectors namely; Food Security and Livelihood, Health, Nutrition, Water and Sanitation, Child Protection and Advocacy and food aid. The Resilience Programme aims to increase the resilience of chronically vulnerable people, households, communities and systems to climatic shocks and other related risks in targeted pastoral, agro-pastoral, coastal, and peri-urban livelihood zones by 2023 in Somaliland in general and Odwayne in particular through improved and diversified livelihood and asset-preservation strategies, improved disaster risk management, improved ecosystem health, improved community-level governance, and research and learning. The DFAT funded project covers 8 villages in Odwayne district.

To ensure that all the development efforts are sustained during the project life particularly DFAT Project -SomReP, the threats to resilience which is emanated from either natural or mad made have to be managed well by both the communities and the government in coordination with program staff. To realise this, there is a need for building the capacities of both the implementing government and project staff and communities. It is in light of this that the TOR is developed to assess the local value chain commodities and inputs for future business undertaking for the vulnerable people in the district. This will capture the curial cash crops and livestock products of the agro-pastoralist in the region.


The purpose of the assignment is to identify and analyse the most promising cash crops and livestock products through value chain analysis that NGOs and government would pick up the value chain and work on for future business undertaking in the district.

The assessment shall focus on identifying potential cereal crops and livestock products that could increase the employability and small business undertakings for vulnerable agro-pastoralists in Odwayne. The same intervention would cut middlemen that reap the profit and link producers directly to the market.


The consultant(s) will produce following key outputs; these outputs can be further adjusted based on the need of the program and donor.

  • To map and profile the existing value chains both on farm and off farm in the selected targeted districts with the intended outcome to identify feasible and most effective value chains for the SomReP
  • Generate a shortlist of 4-5 profitable and technically feasible value chains in each target district. Criteria for shortlisting and selecting value chain should include gender balance, potential for growth and potential pro-poor adaptability.
  • To further assess end-to-end and provide detailed analysis of at least 2-3 selected value chains and provide recommendations on how selected target group can be engaged in the value chain in different roles (Supplier of input, producer, processor, transporter, traders).
  • Assess selected market system supporting environment (services, policies and rules regulations, infrastructure), and market constraints in the selected target districts.
  • Describe skills training needs related to potential roles in the value chain.
  • Suggest off-farm income generating activities and technical vocational skills in demand based on the market analysis, feasibility (technical, social, economic) and local/regional opportunities for acquiring skills, including IGA and skills for persons with disability.
  • To identify areas of intervention in the value chain cycle for persons with disability and older men and women and specific skills training needs.
  1. SCOPE

In consultation with pastoral and agro-pastoralists, key informants from the government line ministries, business community representatives, youth groups, and NGOs working in the area undertake the VCA.

The thematic scope of the assessment should give comprehensive answers to following major questions listed under the relevant objectives.

Geographical scope –Odwayne district, 8 target villages Programme duration- 6 years (Since 2014)

  1. Approach and Methodology

The consultant would propose the approach and methodology for the assessment in detail based on the general guidelines provided below;

  • Review of the secondary data particularly risk & resilience profiling done during inception phase of the DFAT programme, any market studies done in targeted districts by NGO’s or other institutions in last 5 years and meeting with relevant organizations.
  • Meeting with livelihoods staff of WV and other NGOs at field level.
  • FGDs with target communities and Key informant interviews with relevant actors in the value chain or others including small, medium and large scale businesses.
  • Conduct complete field exercise in the target 8 villages and based on the learnings, if needed amend the approach and methodology in consultation with WV Livelihoods and Food Security Manager.
  • Conduct district level validation meeting inviting key stakeholders, in particular market actors involved in the target value chain.
  1. Deliverables

The consultant will produce following key deliverables (subject to further refinement in consultation with the consultant): The value chain analysis on and off-farm livelihood options and opportunities, and the value chains including but not limited to;

  • List of potential markets and value chains along with list of selected value chain items
  • Identification of areas in the value chain where older men and women and persons with disability can be engaged
  • List of actors – describe the actors in the market system/value chain – producers, aggregators, wholesalers, retailers, consumers, transporters, financial etc. Describe what the role of actors in terms of the market, present what costs they incur, what income they make, assess their risks, present data on the margins at each step along the value chain and where applicable provide coordinates of key actors.
  • Enabling Environment – describe the policies, rules and regulations governing the market. Key areas to consider – weights and measures (informal systems often cause mistrust), fuel pricing and subsidies (related to transport costs often a key market constraint), etc.
  • Market Constraints (including graphic) – analyze and describe market constraints as they relate to the target group.
  • List of programme intervention options/analysis – these should directly address the market constraints. Discussion and feasibility analysis.
  • Potential of the growth/market for the proposed value chain interventions and current volume of trade in the proposed interventions.
  • Recommendation for best strategy to move forward and implement these interventions.

The consultant/consulting firm is expected to come up with the best approaches for undertaking value chain analysis. However, the following guiding principles should be taken into consideration:

  1. Desk review of secondary data including project documents.
  2. Interviews with, relevant government ministries and markets (whole sellers, retailers, petty traders etc.)
  • Extensive mapping of value chains and local market through primary data collection.
  1. Focus Group Discussions: The consultant shall conduct at least one FGD in each target villages preferably separate FGDs should be conducted with boys, girls, adult women and men and the focus group discussions participants should be of same age and gender and the participants of each FGD should consist of 7 to 10 participants.
  2. Key informants interviews: the consultant shall have in-depth interviews with key informants including line ministries and regional government agencies official, private sector employers, major market actors (whole sellers, retailers, petty traders etc.) and other NGOs operating in the district.
  3. Any other methods applicable.

7.1. Proposed Assessment tools.

The consultant shall prepare the detailed assessment methodologies and relevant tools before starting the assessment. The tentative tools for the assessment are included but not limited to:

  • Individual interview questionnaire
  • Face to face discussion with market actors
  • Market assessment
  • Focus groups discussion guide checklist
  • Key informants interview checklist

7.2 data analysis

Data gathered using various methods and tools will to be collated, analyzed and interpreted systematically. The assessment team will decide the data coding, data filtration and entry mechanism and analytical package to be used.

Responsibility of WV Somalia

World Vision Somaliland will be responsible for the following:

  • Recruit the Consultant and finalize the consultancy agreement (Local consultant).
  • Share all necessary documents to the Consultant.
  • Provide input for assessment, methodology, data collection tools and report.
  • Stationery for data collection and vehicle hire to support the assessment exercise.
  • Recruitment and payment of the enumerators, if the consult uses enumerators.
  • Provide support to the Consultant during field visit processes such as orientation and training of enumerators, FGDs and KIIs.
  • Closely follow up the assessment data collection process, ensuring quality control, daily debriefing, meeting the timelines set for interview completion
  • Inform the target groups for their involvement in the assessment and help in setting specific dates for the assessment field schedule.

The Consultant will be responsible for the following:

The Consultant will be expected to deliver the following outputs:

  • Inception report: detailing the methodology including the main research methods, the sampling framework, proposed sources of data, procedures for data collection and analysis, and a draft but detailed table of contents. The proposed assessment tools will be discussed and approved by World Vision FSL team before data collection commences.
  • First Draft Final Report, incorporating suggestions and recommendations from the reference group.
  • A final report (one electronic copy in PDF Format and one in world format)
  • An electronic copy of all data collection tools and the VCA study data set.

The study is expected to start on 1st December and end on 15 December, 2019. The final report on the assessment should be submitted to the World Vision on 25th Of December, 2019.

  • Post-graduate degree in Social Sciences, Business, Economics, Statistics or related field.
  • Minimum of 3 years relevant professional experience in VCA research and labor market studies.
  • Strong background and experience in data collection and analysis.
  • Technical expertise in assessing issues of labor market demand and supply in Somaliland, and the ability to draw strong and valid conclusions.
  • Excellent communication and report writing skills.

Candidates interested in the position are expected to provide the following documentation:

  • A technical proposal with detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria for respondents.
  • Initial work plan based on methodology outlined, and indication of availability
  • A financial proposal detailing the daily rate expected and other mode of payment
  • Company profile or CV including a minimum of 3 references
  • Detailed budget breakdown based on expected daily rate.
