Terms of Reference for Training on Disability Inclusion and Programing to ISF staff and partners in Somaliland


International Solidarity Foundation (ISF) is a Finnish non-governmental organization, founded in 1970 and currently operating in three countries: Nicaragua, Somaliland, and Kenya. ISF Development Cooperation Program of 2018-2021 is based on the development vision that women and girls are free from violence and no one suffers from poverty. ISF implements its programs mainly through local partner organizations.

To implement this development vision, ISF engaged in prevention of violence against women and girls (VAWG), specifically female genital mutilation (FGM) and improvement of the livelihood resilience of the women in Somaliland in Togdheer, Sahil, Maroodijeex and Awdal regions in Somaliland. ISF has been operating in Somaliland since 2001.

Purpose of the consultancy

The purpose of the consultancy is to map and strengthen ISF’s and its local partners’ understanding of prerequisites for including people with disabilities in FGM, SGBV and livelihood resilience work in Somaliland. The training should cover both general disability inclusion principles, and thematic livelihood and VAWG oriented sessions.

Timing, duration, and expected deliverables

The consultancy is expected to take place between 20th and 26th October 2021 for an estimated duration of 7 working days (4 days of which should go into the Training). The consultant is expected to lead, accomplish, and submit the following deliverables within the agreed timeframe and budget:

  1. Based on the desk review of relevant project documentation and brief mapping on the current disability capacity (conducted through digital survey etc.), the consultant shall submit an inception report to ISF no later than 1 week from the time of being notified about selection, which is tentatively 20th October 2021. The inception report serves as an agreement between parties on how the training will be conducted, covering the following items:
  • Training methodology and detailed curriculum for the training period
  • Methodology for collecting training feedback
  • Detailed schedule of the consultancy incl. travelling (timeline)
  • Detailed budget incl. possible costs for sign language interpreter or another supporting person(s)
  1. Disability inclusion training sessions
  • One day training on disability inclusion principles to ISF and partner staff
  • Two one-day thematic trainings/workshops (livelihood and VAWG) to respective partners and relevant ISF staff to reactivate discussion on disability inclusion in the ongoing 2018-21 and future projects
  • One day to discuss disability inclusion into partner projects – development of disability inclusion plan
  1. Training report should be submitted to ISF no later than 1 week after completion of the training.

Qualifications of the consultant

The profile of the individual consultant(s) needs to meet the below requirements:

  • Experience in disability inclusion, including experience of planning and implementing disability inclusion training
  • Experience in conducting trainings
  • Evidence of quality outputs from previous assignments
  • Fluent in English. Fluency in Somali will be an added advantage.
  • Good reporting and presentation skills

  • qualification of the consultant (CV)
  • a draft training plan (1-2 pages) including a short description on training methods and proposed strategy of mapping the trainees’ current level of knowledge
  • cost of the consultancy: facilitation fee/ day, other costs 

ISF will choose the consultant according to the professional capacity of the consultant, the quality and content of the tender and the cost of the tender. Persons with disabilities will be prioritized.

The selection of the consultant will be done by ISF. Only the selected candidate will be notified of the results of the selection process.
