Terms of Reference (ToR) Business Development Training/Workshop

Facilitation Trainings/Workshops on Business Coaching services in Garowe and Hargeisa

Introduction

Shaqodoon Organization is looking to engage a business development consultant/firm to conduct two SME coaching workshops; 4 days SME  coaching on Financial Management for businesses, Sales and Marketing for businesses, leadership, and management for businesses, and operational efficiency for small businesses.

The business development training will build capacity for SMEs in preparing financial statements, sales, and marketing strategies and gaining business management skills that are anticipated to have a positive impact on SME’s development and growth. Business coaching and training will be provided to forty(40) selected businesses (20 in Hargeisa and 20 in Garowe) with the potential of creating jobs for youth and women.

Shaqodoon Organization is a local non-governmental organization (NGO) operating in the field of business development, youth empowerment, technology for development, and digital skills training in Somalia and Somaliland dedicated to advancing skills and talents of youth and social investments through its multifaceted programs that are designed to increase the number of young people engaged in productive work and entrepreneurship. The overall aim of Shaqodoon Organization is Empowering women by creating a revolving micro-credit scheme to enable poor self-employed women to gain access to funds they are otherwise denied by traditional institutions and Providing Training, coaching and capacity building programs to the Private sector for accelerated economic growth and enhanced private sector development.

Background

Shaqodoon organization is supporting the new and old SMEs in the growing sectors (agribusiness, fishery, food processing, livestock, construction, and renewable energy) in Somalia through coaching and training services to improve their productivity and generate employment opportunities. The overall objectives of these services are.

  • To improve the local capacity of business development,
  • Improve business management skills accessible to funding opportunities, including essential investments.
  • Create opportunities for youth through supporting SMEs to grow, entrepreneurship, and employability measures.

Shaqodoon aims to empower youth and women to provide them with entrepreneurship education that cultivates comprehensive qualities of entrepreneurship, the value of innovatory spirit, and entrepreneurship abilities. We will reach this objective by providing a dynamic platform on which youth and women can explore their strengths through education and practical application, which will lead them to start a small and medium business.

  • Purpose and Coverage

The business coaching workshops’ topics are training on Financial Management for businesses, Sales and Marketing for businesses, leadership, and management for businesses, and operational efficiency for small businesses. The business coaching training participants will be business owners, business managers, sales and marketing managers, and operational managers from businesses with the potential of creating job opportunities for youth. The selection of the participating SMEs will be based on training needs assessment carried out by Shaqodoon Organization.

  • Methodology and Scope of work

Under this section, the proposed methods for facilitating the workshops on business coaching training will be identified. Under the supervision and close cooperation with Shaqodoon Organization business development specialist, the expert will implement the following tasks:

  • Creation of the methodology and training/workshop schedule, based on the assessment document:
  • Interactive, engaging teaching matters, ex. Discussions, games, activities.
  • Based on the assessment, drafting the methodology and training/workshop schedule and submission to the Shaqodoon Organization for approval.
  • Finalizing the methodology and training/workshop schedule.
  • Conducting the 4(four days) training/workshops:
  • Based on the adopted methodology and training/workshop schedule, conducting the training/workshop.
  • Evaluate the training/workshop.
  • Report on the conducted training/workshops.

The business development consultant/Firm will be engaged to conduct two (2) training/workshops (Four days’ lecture per one training/workshop each in Garowe and Hargeisa)

5. Consultant/Firm deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the training/workshops, including strategy and proposed methodologies, as well as quality assurance plan.
  • Evaluation of the trainer/facilitator work based on evaluation forms received from participants.
  • Successful facilitation of the training/workshop.
  • Technical advice and support to participants during the training/workshop
  • Final report on the implementation of the tasks after finishing the training/workshops.

5. Consultant/Firm deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the training/workshops, including strategy and proposed methodologies, as well as quality assurance plan;
  • Evaluation of the trainer/facilitator work, based on evaluation forms received from participants;
  • Successful facilitation of the training/workshop.
  • Technical advice and support to participants during the training/workshop
  • Final report on the implementation of the tasks after finishing the training/workshops.

6. Duration and time frame

The business coaching workshop shall be expected to be completed within four working days in each location. Two (2) days after signing of the contract, the trainer/facilitator will have to provide to Shaqodoon Organization with a plan for implementing training/workshops that will articulate the overall requirements of the ToR, including the proposed methodology and work plan with clear timelines.

7. Consultancy/Firm Competencies, Experience, and Skill Requirements:

  • Minimum university degree in Business Administration or another relevant field.
  • Extensive experience (at least five years) experience in completing training/workshops for organizations.
  • Comprehensive knowledge of the Business community in Somalia. 
  • Extensive experience in building capacities of SMEs. 
  • Demonstrated a high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Excellent interpersonal communication skills including experience of facilitation of training/workshops and presentation.
  • Proven and demonstrated broad knowledge of and ability to utilize principles, methods, techniques, and systems of project management.
  • Excellent communication and written skills in English and Somali.

8. Deadline and submission of expression of interest

Shaqodoon Organization invites interested consultant/Firm to submit the following documents by 17/09/202016:00hrs.

  • Expression of interest (EoI) outlining how the consultant/Firm meets the selection criteria and their understanding of the ToR. 
  • A summarized description of the work scope and the intended methodology to be used and a tentative work plan, including activities and time frames. 
  • Outline of the Training manual based on described training. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

9. Evaluation and Selection Process

This application is open to Consultants/Firms who are specialized in completing training/workshops and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, techniques, and systems of business development techniques. The selected Consultants/Firms will be responsible for designing and executing all the activities described in this TOR in collaboration with Shaqodoon Organization.

The Consultants/Firms’ selection process will be based on the set of criteria developed by the Shaqodoon Organization Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. The technical proposal will be assessed by 60%, whereas financial bids will be evaluated by 40%. The shortlisted bidding consultant or firm may be asked for a formal presentation prior to the final selection.

  •   Final report

This section outlines expectations in terms of inception and final reporting, as well as interim process updates.

The final report will document the context in which the training/workshops took place and changes in SME’s perspective in business development and the likelihood of creating opportunities for youth. The deadline for sending the report is five days after the completion of training/workshops. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment.
