Terms of reference for Child Protection & Livelihood Skills Development
Target: 600 Beneficiaries (Women & Youth)
Duration: 6 months.
Islamic-Relief Worldwide is an independent, non-profit, non-government, humanitarian and development organization that provides poor people with access to vital services. IRW protect communities from disaster and deliver life-saving emergency aid along with provision of lasting routes out of poverty, and empower vulnerable people to transform their lives and their communities. This Child Protection & Livelihood Skills Development is a project targeting to youth and widows to attain improved productivity and incomes on selected TVET skills. The project comprises Technical Vocational Education training, self-help group formation, small business promotion and management, record keeping and financial management trainings to all targeted beneficiaries. In this respect, the Project will address the plight of widows and youths through TVET.
The aim of the training is to acquaint 600 Women and youth from Hargeisa District on their chosen marketable skills and demonstrate a comprehensive knowledge on each Course. Training courses are summarized as follows.

The training institution/center will ensure effective management and to build an appropriate working and learning environment for the students and ensure adherence to reporting arrangements in accordance with IRS.
Specific Objectives of the practice are:
To effectively establish a training plan for students and ensure both theoretical and practical lessons are arranged for the students.
To deploy students to their vocational skills demonstration centers and closely monitor on the utilization of the skills by the students.
Ensure reporting requirements are done in timely manner including narrative and financial reporting and are reported accordance with IRS consultancy services.
Monitor class attendance, teacher performance including lessons preparation and ensure appropriate corrective measures are implemented as deemed necessary.
Ensure exposure of trainees to working environments during the training period to practice skills and gain experience in working environments.
Ensure VT courses curricula preparation in accordance with national vocational training standards, and certificate awarding to graduate students.
Responsibilities of the TVET Training Centre:
The Centre is expected to.
Training course curriculum / training manual to be developed in accordance with national vocational training standards, and certificate awarding to graduated students.
Formulate the training modules in combined sets of materials and ensure both practical and theoretical lessons are provided to students.
Courses should last for approximately 2 to 6 months and are assumed to be scheduled for five days a week and four hours per day according to the content and quality of the curriculum.
Develop training plan and develop the training aids for training sessions.
The training institution shall encourage full participation of students and to demonstrate their knowledge

Organize/Conduct graduation ceremony upon the conclusion of each course/training. Expose students to working environment to gain practical knowledge.
Ensure that detailed training report is produced on monthly bases and the final report at the end of the assignment.
The institute/center and the trainer shall allow Islamic Relief Worldwide to;
Visit the training course, monitoring the progress and make suggestion to attain the objective.
The TVET center will quote the proposed time of completion in the proposal. It should not exceed more than 6 months.

The institution is expected to provide quality training services complemented with appropriate knowledge and skills relating with the subject that is customized approach for this training. The training is expected to be more practical based knowledge and skills. It will also be mainly a participatory training aimed of Somali medium as deemed necessary. Students will also be exposed to working environments to gain practical skills and experience on their respective courses.
The Training is expected to commence in Hargeisa, Somaliland and participants will be specifically from Hargeisa.
The technical proposal from any applicants must specify the following:
- Objectives of the assignment.
- Expected outputs and product.
- Specific Working approach and work plan.
- Tentative timeline and deadlines.
- Relevant Experience (Please list chronologically, with details of organization names, locations,
# beneficiaries, details of the courses delivered and other relevant information).
- Relevant Qualifications (Please list relevant qualifications and certifications, languages and level of fluency).
- TVET center’s/institute CV for the team list (name/position within the team/qualification/task for each member/number of working days) and CVs for each one of them which covers his/her experience and track records in similar undertakings. Interested vocational training institutions are expected to come up with a detailed activity work plan for the whole training period.
- A financial proposal containing an estimated budget along with monthly credit hours of each respective skill and unit cost per student should be mentioned.
Interested Potential vocational training institutions are particularly encouraged to come and collect detailed TOR and later submit sealed applications detailing both technical and financial proposal of the assignment at our office located behind Maansoor Hotel.
