COOPI – Cooperazione Internazionale is a relief and development organization founded in Italy in 1965. COOPI envisions a world without poverty where diverse cultures live together sharing equal rights and equal opportunities.

The project will contribute to the economic inclusion of Returnees, Refugees, Asylum Seekers, IDPs and Host communities in Mogadishu by providing skills and inputs, improving access to markets and promoting peaceful coexistence as PoCs settle in their new found future careers.

Through the project’s interventions such as building the capacity of the Returnees, IDPs & Host communities’ entrepreneurship skills, they will be able to better access the market and therefore, grow their businesses, employ more people, and generate sustainable and better incomes for their employees, themselves, and their families.

The project will promote reintegration of returnees from the country of asylum. The project will provide employment, build life skills, and business skills that will enable returnees to buy food, invest in their country and create job opportunities for other unemployed returnees. These will promote peace and resilience building of returnees, IDPs and Host communities, in addition to building hopes for the country.

The project is an extension of on-going projects by UNCHR where life skills have been developed and improved for small-scale business returnees. The new project will target new beneficiaries and extend the number of beneficiaries, both youth and women.


The main objective of the project is self-reliance and livelihood improved for PoC by organizing capacity building training and by providing start up grants.

As part of the implementation, COOPI is seeking independent consultancy to take the lead and implementation of these activities. The consultancy requires being knowledgeable of the local context challenges, local laws and aware procedures for business establishments in Somalia, particularly Mogadishu to help refugees and returnees. The Consultancy expecting to provide high-quality consultancy to refugees by analysing situations and educating them concerning business registration, access to finance, employment opportunities, communication material development and establishment of a market information system that can provide daily opportunities and awareness messages.

Consultancy Responsibilities:

  1. Consult and provide information about the business registration process.
  2. Ease the process of registration aspired business owners who are willing to formalize their business.
  3. Share up to date information and systems people can register smoothly.

  1. Promote the establishment of committees to create a platform that stakeholders share information, exchange ideas, to hear unheard voices from the refugees and returnees.
  2. Provide A2F request procedure and understand overview of collateral requirements in the banks.
  3. Consult with an existing committee to develop communication materials describing the business registration process and A2F procedures.
  4. Provide employability skills training for refugees and returnees to compete for market opportunities.
  5. Integrate and use market information systems to provide reliable information, opportunities and awareness messages to the refugees.
  6. Guide businesses through the Banks microloan application process
  7. Help assess, organize and coordinate resources to Business opportunities.


  • Advanced degree in Business Administration/Economics/Master of public Administration.
  • Strong background in business development and Employability programs.
  • Previous experience in Business Development.
  • Strong analytical and writing skills
  • Good coordination and organization skills
  • Fluency in Somali, English, fluency in Arabic is an asset
  • Good organizational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Ability to present complex information in a concise and convincing manner, and to use innovative forms of communication.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in difficult working circumstances.
