Background

NEXUS is a platform for change in response to the contemporary challenges to Somalia and Somaliland. The main goal of NEXUS Consortium is to transform humanitarian, development and peace ecosystem. The consortium, led by eight pioneering Somali NGOs, aspires to advance a locally driven agenda for change by building partnerships between communities, civil society and the public and private sectors as well as through the implementation of integrated and sustainable interventions across the triple NEXUS of humanitarian, peace and development.

The NEXUS platform in Somalia/Somaliland was formed in 2019 and it is comprised of eight core members: Centre for Peace and Democracy (CPD)Gargaar Relief and Development Organization (GREDO)Horn of Africa Voluntary Youth Committee (HAVOYOCO)KAALO Aid and Development, Save Somali Women and Children (SSWC)Social-Life and Agriculture Development Organization (SADO)Taakulo Somaliland Community (TASCO) and Wajir South Development Association (WASDA).

NEXUS core members possess wide-ranging technical capacities and represent communities across all Federal Member States of Somalia and Somaliland. NEXUS has two international partners who are committed to the localization agenda – Oxfam and Save the Children – and who will support NEXUS during its first three years.

By breaking the silos of humanitarian aid, development and peacebuilding and by creating much- needed spaces for local organizations to lead the way in seeking, scaling and integrating solutions across these sectors, NEXUS proposes local leadership as more than a means of realizing localization commitments – but as a revolutionary reform to the international systems at play in Somalia.

The NEXUS Institutional Development Unit (IDU) is one of NEXUS’ 5 pillars and is a mechanism for organizational strengthening that leverages the collective experience and expertise of NEXUS partners to enhance the capacity of Somali civil society to deliver responsive, integrated and community-owned interventions. Based on the recent capacity assessment conducted by IDU with support from Save the Children, the NEXUS Platform and its partners identified capacity and policy gaps in the Human Resource Management of the organizations. It is through this background that NEXUS is looking for consultants to provide technical capacity, mentorship and policy development to its 8 members in Somalia. The assignment aims to give technical guidance and also develop/review Human Resource Management policies and operations. 

  1. The purpose of the assignment

The primary objective is to review the existing Human Resource Management policies or strategies for the four (4) organizations and in absence of the referred policy, lead the development of policies to ensure that the above mentioned thematic area of the organizations are strengthened, made robust and aligned to the global best practices and standards. The consultancy will also assist with transferring the technical know-how (in terms of on-job trainings) to the staff(s) within the Human Resource Management Departments of these organizations. The Technical Experts (individual consultants) should be very experienced and well-grounded in matters of human resource management and who can mentor and effectively add value to the department.

  1. Specific objectives
  • Assessment of the organization’s human resource management policies and strategies.
  • Assessment of organization staff (human resource management) capacity and identify areas where they need capacity strengthening.
  • Undertake in-person (s) need based training as well as on-job training for the identified staff.
  • Review/develop human resource policies for the organizations.
  1. Scope of the assignment

Two (2) technical experts are needed for the assignment. Each will be attached to two (2) organizations for three (3) months (66 working days in July, August and September, 2021). They will conduct participatory sessions with all personnel from the said departments to ascertain the specific areas they need capacity development, give them on-job capacity enhancement and review/develop their policies.

The successful consultants will be expected to travel to Mogadishu, Garowe, Kismayu and Dhobley. All the logistical related support during these operations including relevant taxes will be borne by the consultants.

5. Proposed methodology

In each of the above areas, the consultant is expected to

  • Conduct participatory sessions with the staff of the aforementioned organizations/departments to take stock of which areas they need their capacity strengthened. This involves administering Key Informant Interviews on core departmental staff and produce a capacity assessment report.
  • Assess and strengthen the existing policies and guidelines that guides the department and develop policies for organizations that do not have. 
  1. Deliverables

The consultant is expected to deliver;

  1. Review existing HR manuals for the partners and develop new or boost the existing manuals where compliance on procedure is deemed appropriate.
  2. Based on the observed staff capacity gap on HR, develop training manual and deliver the training with the projected timeline in the contract.
  3. Share both the draft and the final HR manuals developed for final approvals.
  4. An inception report detailing the methodology the consultant will use, the budget, and work plan after the first ten (10) days of signing the contract.
  5. A Monthly Progress Report submitted to the Nexus Institutional Development Unit Manager and copied to SCI Partnership Advisor and Head of Programs or equivalent of the assigned organization throughout the assignment;
  6. The final report as per the TOR requirement.

The outline of the final report should be:

  1. The executive summaryproviding the background, major conclusions on the recommendations, and lessons learned (total 2-4 pages).
  2. The main report (should not be more than 30 pages and less than 20 pages without annexes) of which a substantial part will be the main conclusions and recommendations. These should be substantiated with more detailed information only to the extent necessary.  
  3. Management and supervision of consultancy

The consultant will report to SCI/NEXUS, with day-to-day supervision by the NEXUS Institutional Development Unit Manager and the Save the Children Partnership Advisor.

  1. Application procedure and requirements

8.1 Proposal submission

Interested and qualified consultants are invited to submit their proposal(s) comprising the following:

  1. a) Technical proposal – including but not limited to:
    • Consultants understanding of the assignment and context
    • Approach to the assignment
    • Methodology and work plan for performing the assignment.
    • Deliverables
    • Key team composition data
    • Details of experience of previously conducted similar assignments and capacity to undertake the assignment.
    • Curriculum Vitae plus three recent professional references
  1. b) Financial proposal showing clearly the budgeted cost for the work to be conducted by the consultant under the scope of work above. This should include travel related costs.
  2. Academic Qualifications and Experience

The Technical Experts to be engaged should have:

  • At least Bachelor’s degree in Human Resource, Business Management, Business Administration and/or other related fields. Master’s Degree in Human Resource will be an added advantage.
  • At least seven (7) years’ experience in Human Resource Management and experience in development of policies and guidelines.
  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential.
  • High level of professionalism and an ability to work independently under tight deadline.
  • Strong interpersonal and communication skills.
  • The technical expert must have strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written report.
  • Demonstrated capacity to deliver in the timeline outlined.
  • Fluency in written and spoken English. Knowledge in Somali language is an added advantage.
  • Desired: Experience working in fragile and humanitarian contexts such as Somalia’
  • Experience working with consortia (of local/national humanitarian or development organizations).
  1. ETHICAL CONDUCT

The consultant is expected to uphold all ethical considerations throughout this exercise including adhering to Save the Children policies and procedures especially the child safeguarding policy.

  1. Duration of Service.

The assignment is expected to be completed upon mutual agreement, within 90 days (66 working days from 1st July to 30th September, 2021) starting from the date both Save the Children and the selected individual consultants signed the agreement fully.
