About the Job

The transport officer manages shipping and transport by air, sea, road, rail and river for the ICRC operations in Somalia Delegation. S/he is handles requests for transport and tracking of goods until arrival at the planned destination.

This is a grade B3 national/resident position based in Nairobi, Kenya.

Duties and Responsibilities

  • Manages supply requests for transport, cargo handling and storage and ensures the validation and data capture according to ICRC processes
  • Liaise with Customer Service Desk / Supply Chain (CSD/SC), Air operation and Logistics sections for efficient planning of dispatch and cargo shipments
  • Reviews open shipping orders to efficiently meet the shipping schedules and adheres to the requested delivery dates
  • Determines mode of shipment, utilizing knowledge of shipping procedures, routes, and rates and following the institutional strategies and the objectives
  • Coordinates the shipping of cargo and advises responsible buyers accordingly when contracting appropriate freight carriers
  • Prepares shipping documentation, maintains shipping records and organizes logistics for cargo shipment
  • Communicates status of Shipping/Receiving activities to all concerned parties and provides tracking or shipping history information to customers via CSD/SC
  • Reviews and audits freight bills for billing accuracy and response to queries
  • Updates applicable standard operating procedures as necessary
  • Prepare tenders, evaluate offers, and prepare selection tables and contracts
  • Follows the delivery schedule as per agreement in the shipping contracts
  • Ensures verification of quantity/quality from recipients by return of endorsed shipping documents
  • Manages claims on account of damaged/under-delivered cargo and ensures credit note for claims are debited against final payments
  • Updates Import/Export (IMPEX) on the internal system – JDE with both Sea and Air Shipments
  • Responsible for design, implementation, improvement and controlling of the different cargo planning processes for provision of timely and cost-efficient services
  • Constantly monitors the transport related tableau dashboards, identifies and eliminates data inaccuracies and process gaps
  • Benchmarks the transport planning performance against other contexts to seek and exploit potential for improvement in transport efficiency and service delivery
  • Ensures compliance with established financial procedures especially on authorization of expenditure and approvals and furnishes the Logistics Coordinator with updated information regarding Logistics expenditures
  • Adheres to the reporting and claim procedures in accordance with ICRC guidelines
  • Provides timely inputs for the preparation of transport budget along the Annual Planning process

Minimum qualifications and required competencies

  • University degree in Logistics and transport management or equivalent qualification in a related field of study
  • Certification in freight forwarding from an accredited institution
  • 5 years’ experience in a similar role within a Humanitarian context and/or in the Private Sector
  • Knowledgeable of current national and international import/export regulatory requirements
  • Accustomed to working independently in a fast-paced environment
  • Excellent Planning, organisation and coordination skills
  • Strong command (spoken and written) of English
  • Heavy commercial vehicle driving license valid for at least three years
  • Valid IATA Dangerous Goods Regulations certification
  • Computer proficiency especially in MS Office suite
