Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.
Summary of Position
The WASH Officer is responsible for planning, implementation and monitoring of the Action Against Hunger WASH related interventions in Baidoa districts in Bay. The incumbent is responsible for ensuring adherence to the implementation of program activities according accepted standards(CHS ,Donors, SPHERE Standards)
The Incumbent will oversee day-to-day implementation of WASH activities as per Action against Hunger standards as well as aligning programming to required guidelines. He/She will provide technical support in implementation of WASH activities
Representing Action Against Hunger-in coordination meetings including cluster and government led forums in collaboration with WASH manager.
Participating regular coordination meeting (Regional WASH cluster meeting) in Baidoa.
Successful Implémentations, monitoring and evaluation of WASH interventions in Project areas in line with international/National standards and Action Against Hunger technical guidelines as well as the donor requirements.
Essential job duties.
Under the general guidance from the WASH Manager, the officer will undertake the following duties.
Ensure the development of accurate Bill of Quantities ( BoQs) and detailed technical drawings for all the WASH interventions in liaison with relevant technical staff from the government authorities and implementing partners.
Supervise and be responsible for all the technical aspect for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering.
Ensure community involvement at all phases of the project and the development of community ownership of the project.
Guarantee the respect of construction standards as well as the security practices at the project site. Provide feedback to the monitoring and evaluation system in order to assess the effectiveness and
the impact of the projects and propose recommendations for improvement.
Contribute to the development of constructive solutions to challenges identified by the community and contractors.
Facilitate and maintain a good professional relationship between Action against Hunger, communities and contractors.
Provide regular written and verbal reports to the WASH manager on the infrastructures development activities.
With the help of the WASH manager and the contractor, develop and maintain weekly, monthly plans and written comprehensive records of engineering work undertaken in the project including site visits and reporting of work progress.
Represent Action Against Hunger in cluster meetings and government forums. Provide capacity building to WASH team.
Supervise and continuously mentor and support community Hygiene promoters.
Hygiene promoters and Enumerators (engaged on short-term basis).

Working Conditions, Travel and Environment.
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience.
Bachelor’s degree in a field relevant field to WASH development assistance (Water engineering/
Civil engineering or any other relevant field, or equivalent experience.
Technical ability to draft Watsan work estimates (BoQs, associated Drawings and Scope of Works). Minimum of 2 years of work experience in a similar field in Somalia context or equivalent
