1,. Description of the post

The Banadir Regional Administration’s Regional Security Office invites  applicants who are citizens of Somalia for the following Advisory position:

Duration of Contract: Six Months

The BRA’sRegional Security Office [RSO] mandate is to facilitate the creation of enabling conditions that would ensure the effective implementation of the National Security Policy/Architecture  review and implementation process. Its role therefore includes: promoting the safety and security of the Capital Mogadishu and the review process with the National Security Office the President of the Federal Republic of Somalia in May 2017 .The Implementation of the National Security Policy/Architecture  endorsed by The objective of the assignment will be to provide expert advice and strategic guidance to the BRA RSO Director General on the security matters of the Capital.

Scope of Work

WAM Advisor is expected to gasp a comprehensive understanding of the Somali Federal Government’s mandate and commitment in response to the UN Security Council Resolution regarding WAM. The Advisor will have a close collaboration with his counterpart at the Office of National Security and the Federal Level in order to help and support the ongoing efforts to lift the weapons embargo on the Somali Federal Government.

WAM Advisor is expected to engage with Government Institutions across-the-board where weapons are used for their own safety, this will identify any further support including a new SOP that they may require in order to better manage and store their weapons. Regular report and updates are required from the WAM Advisor.

He/She will be responsible to identify significant issues and determines the need  or direction for the RSO.

Reports to be provided to the Director of RSO:

L. Report:

Monthly report for completed activities and deliverables with documents developed, training and workshop reports.

Quarterly Narrative Report:

Quarterly Report critically analysed highlighting achievements and offering


3. InstitutionalArrangement:

The Advisor will work in the Head Quarters of the BRA-RSO in Mogadishu with possible travels to the regions, under the supervision of the Director of RSO.

Achievement of deliverables will be approved by the Director of RSO.

Payment will be made upon certification by supervisor including time sheets for actual dates of work and Advisor performance in accordance with activities and deliverables as rep.orted in the activity report.

4. Duration of work:

The contract is six [6) months from the period ]anuary fune 202L.

Qualification and Experience:

The candidate for this position must have:

University degree in Security, Policy or a related discipline;

At least 5 years of relevant experience in position related with Security and

policy. (This could compensate lack of a University Degree)

Demonstrated experience in policy development, strategic planning andf or high-

level public sector management, and to prepare well-written and researched

policy documents;

Experience in drafting reports, briefings for Senior Officials

Sound demonstrated understanding of gender issues in the Security Sector and principles.

Skills and Competencies:

Excellent understanding of Somali politics and security history.

Shows persistence when faced with difficult problems or challenges. Remains

calm in stressful situations;

Excellent communication skills, including the ability to convey complex concepts

and recommendations, both orally and in writing, in a clear, concise style; Ability to work with minimum of supervision; and to work effectively with

people of different institutions, national and cultural backgrounds.

Ability to deal patiently and tactfully with staff members and others and to have

a high sense of confidentialiry accountability, initiative and good judgment.

Proven leadership ability and management skills, Good interpersonal skills; Ability to build networks and make effective contacts and connections, excellent

presentational skills both verbal and written; Excellent communication and people skills;

Strong knowledge of computer systems, including using internet explorer and Microsoft Office applications such as Ms Word, Ms Excel, and PowerPoint

Fluent in Somali and English is required.
